Jacobs Infrastructure Maintainability Manager - Ocoee, FL in Ocoee, Florida

As the Infrastructure Maintainability Manager, you will shape how Florida’s Turnpike infrastructure performs for decades to come. This role serves as the authoritative voice for maintainability, operations, and lifecycle performance during project development. You will ensure that roadway, facilities, telecommunications, and supporting systems are designed not just to meet standards — but to be safe, serviceable, resilient, and cost-effective over their full lifecycle.

You will influence projects before they are built, integrating real-world maintenance insight into engineering decisions, preventing costly rework, improving safety outcomes, and strengthening long-term asset performance across Florida’s Turnpike Enterprise (FTE). This is a high-visibility leadership role that collaborates across Maintenance, Construction, Production, Traffic Operations, Toll Systems, and executive leadership to deliver infrastructure that works in the field — not just on paper.

The ideal candidate is a Florida-licensed Professional Engineer (PE) with broad experience across design development, maintenance, and operations, and a passion for improving infrastructure through lifecycle thinking and cross-functional leadership.

Primary Responsibilities

• Lead comprehensive maintainability, operational readiness, and constructability reviews of plans, specifications, and contract documents throughout all design phases (30/60/90/100%).

• Serve as the subject matter authority on lifecycle performance, ensuring infrastructure is safe, accessible, maintainable, and operationally sound prior to construction.

• Collaborate with multidisciplinary teams to provide input across Roadway Maintenance, Facilities, Telecommunications, Traffic Operations, Toll Systems, and related service areas.

• Evaluate designs prepared by internal and external partners to ensure compliance with FDOT and FTE standards, with emphasis on maintenance feasibility, safety, ADA, MOT, and operational impacts.

• Identify and resolve design conflicts affecting maintenance access, long-term asset performance, emergency response, and system reliability.

• Manage and consolidate Electronic Review Comments (ERC) for Operations, ensuring clarity, consistency, and timely resolution.

• Integrate lessons learned, field insights, and historical performance data into plan reviews to drive continuous improvement.

• Serve as a liaison between Maintenance, Construction, Production, and external partners to support coordinated project delivery.

• Participate in project meetings, design reviews, technical workshops, and coordination sessions as required.

• Conduct field reviews to validate design assumptions and assess real-world maintenance impacts.

• Support emergency management activities, including preparedness, response, and post-event infrastructure assessments.

• Promote safety, fiscal responsibility, and innovation in infrastructure delivery.

• Perform additional duties aligned with program and organizational objectives.

Knowledge, Skills, and Abilities

• Demonstrated ability to apply lifecycle and maintainability principles to infrastructure projects.

• Strong coordination and relationship-building skills across multidisciplinary teams.

• Ability to analyze complex engineering plans, specifications, and technical documentation.

• Proficiency with Microsoft Office and engineering documentation systems.

• Objective application of FDOT/FTE standards, policies, and codes.

• Understanding of project management, coordination, and performance-driven decision-making.

• Registered Professional Engineer (PE) in the State of Florida, or ability to obtain Florida licensure through reciprocity (preferred).

• Minimum five (5) years of experience in infrastructure design development, maintenance, operations, or a related engineering discipline.

• Strong understanding of roadway, facilities, and supporting infrastructure systems.

• Working knowledge of Maintenance of Traffic (MOT), ADA requirements, and safety standards.

• Strong written and verbal communication skills.

• Equivalent combinations of education and experience may be considered.

• Valid Florida Driver License with no major infractions

• Ability to work effectively with senior leadership, technical teams, field staff, and contractors.

• Willingness to perform on-site field work and attend meetings that may require extended hours based on project needs.
