Position Description & Qualifications
Position Summary
The Catchment Manager provides leadership and operational oversight for all WorkBC Centres within a catchment. This role ensures coordinated, high-quality service delivery across centres, navigation teams, and community partners, while maintaining consistency with provincial standards and performance expectations.
The Catchment Manager is accountable for system integration, team performance, referral pathways, and catchment-wide outcomes, working closely with Program Leadership and Centre Managers to reduce fragmentation and enhance the Job Seeker experience.
Core Responsibilities
Provide leadership and oversight for catchment staff, and cross-centre navigation practices within the catchment.
Ensure consistent, trauma‑informed navigation, intake, and referral practices across all centres.
Oversee catchment-wide service coordination, referral networks, and wraparound supports.
Monitor caseload distribution, service demand, and team capacity across the catchment.
Support Centre Managers with complex cases, operational decision-making, and escalation issues.
Maintain and expand relationships with wraparound service providers and employers across the catchment.
Track referral trends, system gaps, and emerging barriers; escalate insights to Program Leadership.
Lead catchment-wide training, case reviews, and quality improvement initiatives.
Review Compass documentation, referral accuracy, and navigation outcomes.
Represent the catchment at community tables, funder meetings, and cross-agency initiatives.
Collaborate with leadership to ensure seamless integration between navigation and case management services.
Support implementation of provincial updates, policy changes, and new service models.
Qualifications
Bachelor’s degree in Social Services, Human Services, or related field (required).
5–7 years of experience in employment services or community resource coordination.
Minimum 3 years in a supervisory or multi-site leadership role.
Demonstrated experience coordinating services across multiple centres or provider locations.
Strong knowledge of wraparound supports, referral systems, and trauma-informed practices.
Experience managing government-funded programs with performance accountability.
Advanced problem-solving, conflict resolution, and decision-making skills.
Proficiency with Compass and other case management / performance tracking systems.
Strong leadership presence with the ability to support teams in high-demand environments
