Position Description & Qualifications
Position Summary
The Program Director provides strategic and operational leadership across all catchments, ensuring Centre services are delivered in alignment with provincial priorities, governance requirements, and performance expectations. This role is accountable for multi-catchment performance, contract compliance, financial stewardship, and system-wide integration of employment services.
Working closely with Catchment Managers, senior partners, and funders, the Program Director drives consistency, innovation, and continuous improvement while ensuring clients experience seamless, person‑centred, and outcomes‑focused employment services.
Core Responsibilities
Provide strategic leadership across multiple catchments, ensuring alignment with BC mandates, provincial policy, and organizational objectives.
Oversee contract management, governance compliance, risk mitigation, and funder accountability across all assigned catchments.
Lead and support Catchment Managers and provide indirect oversight to Centre Managers.
Ensure achievement of program outcomes, KPIs, and performance targets; address underperformance proactively.
Provide financial oversight for regional budgets, forecasts, and performance-based funding models.
Lead regional planning, system integration, and alignment between BC Centres, navigation services, case management, and community partners.
Serve as the primary senior contact for funders, system partners, and cross-sector tables.
Guide continuous quality improvement initiatives, innovation pilots, and service model refinement.
Ensure organizational policies, equity practices, Indigenous engagement commitments, and trauma-informed principles are embedded across operations.
Monitor labour market trends, system pressures, and emerging risks; adjust regional strategies accordingly.
Support organizational change management, workforce planning, and leadership development.
Qualifications
Bachelor’s degree in Social Services, Public Administration, Business, or related field (Master’s preferred).
8–10 years of progressively senior leadership experience in employment services, social services, or government-funded programs.
Minimum 5 years managing complex, multi-site or multi-contract portfolios.
Demonstrated experience with performance-based funding, compliance, and government reporting.
Proven ability to lead senior managers, navigate system complexity, and drive large-scale outcomes.
Strong governance, financial, and risk-management expertise.
Knowledge of provincial employment systems, labour market strategy, and community-based service delivery.
Exceptional stakeholder management, communication, and strategic decision-making skills.

In addition to base salary, eligible positions may include other forms of compensation such as annual bonuses or long-term incentive opportunities.
