Responsiblities

The Program Director, NNSS Installation Manager, is a critical leadership role responsible for the strategic development and execution of short- and long-term business plans, strategies, and significant strategic initiatives related to the installation of cutting-edge technical systems at the Nevada National Security Site (NNSS). This position requires an experienced and highly technical leader to drive the successful deployment of state-of-the-art systems. The NNSS Installation Manager reports to the NNSS Vice President for ECSE and will work closely with the ASD Project Director and ASD Project Manager to report status, and to ensure project requirements are met and that project milestones stay on track.

Key Responsibilities

  • Lead and direct the successful installation of the state-of-the-art Advanced Systems Development (ASD) machine at NNSS. This includes coordinating and overseeing all ASD installation activities.

  • Define major tasks, dependencies, required resources, key milestones, and logistics for complex work streams (ITS, PULSE, and 6-922). Ensure seamless integration with NNSS facilities, including UCEP, ZTBFI Projects, and the Subcritical Experiment Program.

  • Partner with the Systems Engineering Manager to lead, develop, and execute the Work Authorization Point process. Ensure comprehensive gated reviews, authorized installation work, and verified approvals throughout project phases.

  • Develop and implement robust installation strategies, particularly during scheduled PULSE facility breaks. Actively participate in leadership team decisions to strategically balance priorities and risks across construction, operations, maintenance, and other planned activities.

  • Lead the ASD Installation Integrated Product Team, ensuring comprehensive integration across all work fronts with on-site NNSS facility and program leadership.

  • Proactively identify risks to installation plan execution and implement effective mitigation strategies to ensure project success.

  • Identify and secure all necessary resources for ASD installation, including shared PULSE resources and external contracting support, to maintain schedule adherence and project deadlines.

  • Regularly report project status and escalate critical issues to the ASD Project Director, ensuring transparent communication. Resolve ASD prioritization decisions in collaboration with the ASD Project Manager.

  • Establish and optimize processes for coordinating installation activities across the project and with all stakeholders for both short- and medium-term planning.

  • Develop and manage the project budget and operating plan, ensuring efficient allocation of resources.

Qualifications

  • Master's degree in a related technical field (e.g., Engineering, Physics, Computer Science) or equivalent, plus a minimum of 20 years of related and progressively responsible experience.

  • A bachelor’s degree in science or engineering is required.

  • Proven and progressively responsible experience (10 years desired) managing the installation of first-of-a-kind, large-scale, and complex engineering systems. This includes expertise in particle accelerators, laser systems, or high-precision construction projects.

  • Demonstrated capability to coordinate activities across multiple work fronts and stakeholders effectively. Proven ability to lead cross-functional teams and integrate efforts with on-site facility and program leadership.

  • Expertise in developing, maintaining, and optimizing detailed project schedules tailored to evolving installation requirements.

  • Strong background in resource identification and allocation, including securing shared resources and managing external contracting support to meet project deadlines.

  • Skilled in risk assessment and mitigation, with a proven track record of implementing effective strategies to ensure project success.

  • Comprehensive knowledge of Work Planning and Control (WPC), Environmental, Safety, and Health (ES&H) practices, and gated work processes, with the ability to integrate these elements into project execution.

  • Experience in leading and managing installation activities involving diverse labor types, including Building Trades, Technicians, Engineers, and Physicists.

  • Exceptional leadership and decision-making abilities, with a keen focus on safe and efficient installation and system-level verification procedures.

  • Excellent organizational, planning, and communication skills, with the ability to interface effectively with system managers, project management, and diverse stakeholders.

  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).

  • Work schedule will be 4/10s Monday through Thursday (subject to change).

  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

  • Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. Department of Energy Q Clearance (position will be cleared to this level). Annual salary range for this position is: $221,540.80 - $365,539.20.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
