The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.
Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. The NCSB is seeking an Electronic Health Record (EHR) Implementation Project Manager, classified as a Management Analyst III, responsible for planning, developing, analyzing, and executing the implementation of an EHR system within the City of Norfolk's Community Services Board. This advanced analytical role provides critical support to departmental long-term planning, problem-solving, and management action by overseeing all phases of the EHR project, from inception to post-implementation support. The incumbent works under general direction, exercising significant independence and coordination with internal and external stakeholders.
Essential Functions
Essential functions include but are not limited to:
Project Planning and Research
Plans and develops the EHR implementation by compiling and reviewing internal healthcare data, vendor proposals, and regulatory requirements (e.g., HIPAA), preparing detailed project plans, and recommending strategies for management consideration.
Conducts research on industry best practices and similar organizations to inform project design and ensure innovative solutions.
Coordination and Consultation
Consults with senior departmental managers to assess needs, provide counsel on system functionality, and evaluate the feasibility and impact of implementation options.
Coordinates interdepartmental program elements, such as IT, clinical staff, and administrative teams, to align the EHR project with Citywide operational goals.
Budget and Resource Management
Participates in the budget process by compiling cost data, analyzing financial impacts, and providing reconciled tracking systems to ensure accurate reflection of project expenditures.
Monitors resource allocation and vendor contracts to maintain fiscal responsibility and project efficiency.
Implementation Oversight
Analyzes problem areas in current workflows and service delivery, formulating recommendations to optimize EHR integration and improve operational performance.
Oversees system testing, deployment, and go-live phases, ensuring minimal disruption and effective resolution of technical issues.
Communication and Training
Promotes communication by preparing materials (e.g., training guides, progress reports) to disseminate EHR-related information to staff and stakeholders on behalf of senior management.
Designs and delivers training programs to ensure end-user proficiency and system adoption across departments.
Liaison and Support
Serves as a staff resource and liaison between internal teams, external vendors, and senior management, constructing sensitive correspondence and producing special research reports as needed.
Monitors post-implementation performance, reviews outcomes for accuracy and variances, and recommends long-term system enhancements.
Policy and Compliance
Interpret and apply federal, state. and local regulations related to healthcare data management, ensuring the EHR system meets all legal and security standards.
Develop and recommend policies or procedural changes to support long-term EHR system maintenance and compliance.
Education/Experience
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Four years' experience in data analysis or related field; or an equivalent combination of education and experience.
Preferred Education/Experience:
Minimum Education: A bachelor's degree from an accredited college or university in Business Administration, Health Informatics. Information Technology, Public Administration, or a related field (equivalent to four years of college).
Minimum Experience: Four (4) years of progressively responsible experience in data analysis, project management, or a related field, with at least two (2) years focused on healthcare or technology implementation.
Substitution: An equivalent combination of education and experience may be considered (e.g., additional relevant experience may substitute for the degree on a year-for-year basis).
Additional Information & Requirements
Valid Driver's License may be required depending on assignment
Certifications: Project Management Professional (PMP) or Certified Professional in Healthcare Information and Management Systems (CPHIMS) certification are desirable.
Working Hours: Monday — Friday, 8:30 am — 5:00 pm
Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
