BAE Systems Director I - Programs - Ships Management in Norfolk, Virginia
Job Description
The Director will be responsible for the Ship Management team that works directly with Program Managers, Production work force, Subcontractors, and all other support trades and departments to eliminate obstacles in the way of project success. Serve as the primary point of contact for the daily activities onboard a ship and work with the Program Manager in charge of P&L for the ship. Serve as the direct point of contact for all activity on the ship, and have responsibility to direct production labor and support resources in order to successfully navigate the entire avail. Manage direct reports and have links to production leadership to provide direction around adherence to safety, quality, cost, and schedule. Performance will be evaluated based on the success of the overall availability. Performance will be measured against predetermined safety, quality, schedule, and cost standards.
This position requires expertise and experience in repair of US Navy vessels and/or commercial vessels, with a detailed knowledge base on the maintenance and modernization of these platforms. This position requires a solid background knowledge of ship repair process, a team-first mentality, and a positive attitude. The Director I will report directly to the Director II Programs.
Responsibilities:
Lead Ship Management Teams to support Norfolk Maritime Solutions business.
Coordinate with the Program Management Office (PMO Directors & Program Managers) to successfully plan, execute, and deliver complex projects, programs, and portfolios while cultivating new ideas and processes to reduce cost and streamline communication.
Create and maintain a unified BAE Systems team environment between all departments with emphasis between PMO, Operations, Crafts, Planning, Contracts, and Finance.
Coordinate with Ship Management team daily; lead, coach, and hold team accountable in supporting efficient production efforts for timely execution of projects.
Lead efforts to develop area management plans (work strategy, sequencing, temp services arrangements, etc.) with the facilities, planning, production teams, and support departments.
Maintain and develop new processes and procedures to promote safe and efficient work execution.
Monitor cost and schedule performance across all trades working within assigned area through Earned Value Management System (EVMS - at the Work Item and Activity Level); evaluate performance weekly and develop mitigation plans with trades to resolve issues.
Support efficient production by removing barriers; identify corrective action for issues that develop daily throughout assigned area of responsibility.
Exercise judgement in evaluating and proactively anticipating schedule and budget deviations.
Coordinate the production and testing cycles to support availability; oversee TIP/OQE completion to support project quality requirements.
Review quality key performance indicators (KPIs) to evaluate and identify opportunities for improvement across all trades working on project (Craft and Non-Craft).
Work with the logistics, procurement, and materials team to communicate project demands for materials in alignment with the schedule.
Coordinate pier-side logistics with material delivery, material protection, crane, and rigging teams to support schedule.
Manage subcontractor work execution on deck plates; work with subcontract management team for contractual issues to resolve issues/delays.
Deconflict trade/subcontractor issues in alignment with overall schedule goals.
Coordinate communication and feedback with customer (IDRs, CFRs, etc.) to resolve technical issues where additional guidance is required (Program Manager operates at MARMC PM and Waterfront Ops level; Ship Manager operates at MARMC PM, SBS and Ship s Force level).
Effectively manage conflict in a collaborative working environment; support meetings and tasking as assigned.
Maintain safe working conditions and housekeeping of all areas of the ship.
Ensure compliance with NAVSEA Standard Items (Repair) and commercial standards as required.
Required Education, Experience, & Skills
Bachelor's Degree and 12 years of work experience or equivalent experience
Experience in Program / Project Management
Experience in People Management
Experience in Cross-functional Management to deliver on commitments
Experience in US Navy Vessel Repair / Strategic Operations, Program Management, Maintenance, Modernization, Repair, or similar
Knowledge of Ship Repair processes and sequences
Organization - ability to organize and prioritize own work schedule on short-term and/or long-term basis, both for self and others
Reasoning & Decision Making - ability to prioritize work projects and requirements; ability to develop concepts, plans, and work schedules and communicate them to others, and/or to subordinate employees
Comprehension - ability to understand problems and to collaborate to explore identification of solutions
Communication - regular requirements to use written and oral communication skills; interact with managers, staff, co-workers, and others encountered in the course of work; ability to compose materials such as detailed reports and work related documents and communicate substantively about them either verbally or in writing; communicate interactively & make presentations effectively

Physical Requirements: Must be physically able to access and tour all spaces on board vessels within the Norfolk Ship Repair Facility located in Norfolk, VA, and at other customer offsite facilities inclusive of U.S. Naval bases and facilities
Preferred Education, Experience, & Skills
Graduate Degree
PMP Certification
Expertise in US Navy Government or Commercial New Construction Shipbuilding or Ship Repair
Expertise in continuous improvement and complex personnel management
Pay Information
Full-Time Salary Range: $153377 - $260743
