Job Description Summary
The Technology & Innovation Center (HTIC) is GE HealthCare’s global innovation engine, operating through major hubs in Niskayuna, NY, USA and Bangalore, India. HTIC includes a world class, multidisciplinary team spanning imaging physics, microelectronics, AI, biosciences, magnetics, robotics, materials science, and advanced systems engineering.

We are seeking a Senior Manager, External Technology Partnerships to lead strategic partnership development and competitive funding initiatives that materially advance our innovation roadmap. In this highly visible role, you will work directly with internal technical teams, cross-functional business stakeholders, and U.S. government funding agencies to identify opportunities, shape proposals, and secure funding that aligns with organizational priorities. External funding is a vital part of the technology strategy. It amplifies our ability to dive deeper in existing technology spaces and stretch GEHC by moving into new and potentially critical technologies and solutions for the future.
Job Description
Roles and Responsibilities
Strategic Partnership & Business Development
Build and maintain high‑impact relationships with U.S. government agencies and external partners to understand emerging priorities and position HTIC as a strategic collaborator, enabling expanded access to competitive funding and high‑value programs.
Proactively identify, assess, and shape strategic external funding opportunities that align agency interests with HTIC technology roadmaps to drive new program creation and accelerate portfolio growth.
Lead or support partnership strategy development, including evaluating partner capabilities and alignment, to ensure HTIC proposals are technically strong, strategically differentiated, and positioned to win.
Negotiate terms with partners, subcontractors, and key collaborators to secure advantageous structures that maximize program success, compliance, and impact for GE HealthCare.
Proposal Leadership & Funding Acquisition
Own and manage end‑to‑end proposal development processes, establishing schedules, defining decision points, and ensuring clarity in task ownership to deliver compliant, compelling proposals on time.
Lead multidisciplinary teams in crafting winning proposals that articulate clear value propositions, demonstrate technical excellence, and translate customer needs into strategic solutions aligned with HTIC and GEHC priorities.
Drive customer‑needs discovery and alignment with agency requirements and business strategy to increase competitiveness and ensure proposals directly address high‑priority agency needs.
Initiate and lead Bid & Proposal (B&P) governance, ensuring adherence to internal policies and processes and enabling efficient, transparent decision‑making on major funding pursuits.
Cross‑Functional Coordination
Partner closely with technical project leaders, finance, legal, and business stakeholders to align pursuit strategies with GEHC business needs and technology objectives, ensuring external funding amplifies priority innovation areas.
Communicate scope, schedule, and requirement changes with clarity and transparency, enabling teams to mitigate risk, maintain compliance, and sustain proposal quality.
Drive accountability, coordination, and information flow across diverse teams to ensure disciplined execution to meet proposal deadlines and compliance and quality expectations.
Leadership & Coaching
Mentor and coach cross‑functional teams in proposal strategy, narrative development, and external‑funding best practices to raise organizational capability and improve HTIC’s win rate.
Guide teams in crafting persuasive, insight‑driven narratives tailored for federal agencies, helping to elevate the strategic positioning of HTIC’s innovations.
Foster a collaborative, high‑clarity, high‑accountability operating environment that supports innovative thinking, disciplined delivery, and strategic alignment.
Ideal Candidate Profile
Ideal candidates will have a deep understanding of the federal research‑funding landscape and the ability to translate agency priorities into meaningful opportunities for GE HealthCare’s innovation portfolio. They should bring a proven track record of:
Securing competitive external funding and shaping winning strategies
Developing high‑value partnerships that advance R&D or technology programs
Working within healthcare, government contracting, or technology‑intensive research environments
Collaborating effectively with multidisciplinary scientific and engineering teams
They are comfortable owning decisions, influencing direction, and driving clarity around which opportunities HTIC pursues—and why.
Required Qualifications
Bachelor’s degree in engineering, business, scientific discipline, or related field
Significant experience in business development, government contracting, and/or strategic partnerships in healthcare, research, or technology settings
Demonstrated success in securing federal funding (NIH, ARPA‑H, DoD, BARDA, etc.)
Strong project‑management, communication, and cross‑functional leadership skills
Proven ability to collaborate with senior leaders
Desired Characteristics
Advanced degree (MBA, MS, PhD)
Experience in a research‑intensive or healthcare‑technology environment
Familiarity with government proposal compliance requirements

For U.S. based positions only, the pay range for this position is $140,000.00-$210,000.00 Annual. It is not typical for an individual to be hired at or near the top of the pay range and compensation decisions are dependent on the facts and circumstances of each case. The specific compensation offered to a candidate may be influenced by a variety of factors including skills, qualifications, experience and location. In addition, this position may also be eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI).
