Chevron Corporation Maintenance Engineer, Mechanical in Ningbo, China

Lead the mechanical maintenance team to execute plant-wide maintenance work.

OPERATIONAL EXCELLENCE

Safe Operations

Ensures and approves hazard analysis (HA) for all maintenance work performed in the Plant. Maintain an HA inventory.

Generates interest in V&V coach & learning teams and review and follow up on the findings.

Trains and reviews CoW technical standards with Mechanical Technicians.

Conducts refresher training in the use of safety apparatus for technicians and contractors.

Participates in Work Authority (WA) audit review to highlight safety concerns.

Responsible for good housekeeping in the Maintenance Workshop and Plant.

Responsible for following CoW technical standards in all maintenance jobs and critical lifts.

Reliability and Efficiency

Participate annual Plant Turnaround (TA) planning and scheduling, including safety performance, detailed planning, budget and quality of the TA.

Develops strategies to extend the interval between shutdowns without compromising plant reliability.

Develops strategies to drive improvements in reliability including engineering studies to define best alternatives.

Develops and implements engineering solutions to equipment problems.

Be the key resource to the plant reliability improvement programs and initiatives

Tracks maintenance metrics: schedule compliance; overdue PM; plant availability; equipment reliability; technician overtime.

Manages the maintenance planning and scheduling function to maximize plant availability.

Responds to unplanned equipment failure during and after office hours.

Coordinates with Operations and Technical groups to develop overall plant operation plans and strategies.

Responsible for the Maintenance Work Management (MWM) process implementation.

Support the Fixed Equipment Inspection Standards implementation.

Support the asset / equipment criticality ranking and bad actor management.

Third Party Services

Manages contractor/vendor performance to meet safety / quality / schedule / cost objectives.

Develops contracting strategy and participate in negotiation of contracts for maintenance services.

Incident investigation

Participate maintenance related incident investigation.

Follows up with maintenance related recommendations.

Reviews incident reports with Mechanical technicians.

Management of Change (MOC)

Implements expense type MOCs.

Assists cross function teams in reviewing design and implementing quality check.

Participates in pre-start up safety review (PSSR).

Participates in hazard & operability studies (HAZOP).

Manages assets and spare parts and ensure they are relevant and up to date.

Responsible for the MOC process implementation.

ORGANIZATIONAL CAPABILITIES

Develops and implement training and development programs for the technicians.

Develops Job Aids and conduct training and review with the technicians.

Sets skills standard for contract labor and drive implementation for their skill upgrade.

Enhances the use of Computerized Maintenance Management System (CMMS). Develops and updates the bill of material (BOM).

Develops and reviews Procedures for maintenance.

COST REDUCTION

Develops strategies, establishes cost metrics and measures maintenance (Mechanical) cost performance.

Develops maintenance (Mechanical) and TA budget.

Monitors and analyzes spending and identifies opportunities to improve cost performance.

CAPITAL STEWARDSHIP

Provides maintenance expertise and support for the development and implementation of capital projects and Plant modifications.

Reviews MOC in the function review process to ensure safety and economic viability of the proposed change.

Job Requirement:

Bachelor’s degree in Mechanical or Engineering;

Ensure safety first during routine work;

Strong understanding of principles and conduct in-depth mechanical maintenance activities;

Know spare parts management well;

Working experience on mechanical maintenance management would be preferred;

Ability to work systematically, prioritize tasks and adhere to deadlines;

Ability to work under minimal supervision, multitask and manage daily/monthly quarterly duties with on-going project and review;

Excellent communication skills in English and Chinese;

Proficient in MS Office and SAP system would be preferred.
