JOB SUMMARY Estimator/Project Managers are responsible for identifying, bidding, and securing construction projects, and subsequently, for the overall project planning, scheduling, resource allocation, project accounting, and control of a construction project. Estimating includes identifying quantities, productions, scope details, schedules, and risks to generate a hard-dollar cost estimate. Key project management responsibilities include creating clear and attainable project objectives, building the project requirements, and managing the fundamental elements of projects Scope, Schedule and Cost while maintaining our high standards of safety and quality. This position requires extensive knowledge of various heavy civil construction activities including earthmoving, site preparation, underground utilities, road construction, landfills and site remediation.

CHARACTERISTIC JOB TASKS AND RESPONSIBILITIES * Prepare solicitation list for subcontractors and suppliers; actively manage DMWBE participation policy. * Identify key subcontractors and suppliers and communicates all key aspects throughout the estimate. * Attends pre-bid meetings as necessary. * Prepare detailed project estimate. * Set up B2W estimate, including project name, bid number, owner, architect, estimator name, job size, duration, bid date, etc. * Accurate take off quantities for labor, equipment, material, trucking and subcontractor items. * Preliminary schedule showing construction sequence, to be used to establish general conditions and completion times. * Obtain and review subcontractor and supplier proposals to ensure a complete scope and pricing. * Prepare schedule, detailed scope and pricing information for owners as necessary. * Reviews estimate with chief estimate at least one day prior to bid date. * Manage estimate on bid day to ensure all items are covered and estimate is delivered on time. * Obtain bid results from owner/architect including number of bidders, bid amounts, if applicable. * If needed prepare value engineering items for owner/architect. * If successful, perform post bid estimate review to ensure all items have been captured and a quality proposal has been submitted in the companys favor. * Communicates with chief estimator in order to start and prepare any and all documentations for transition to project management. * Attends pass-off meetings with estimating in order to effectively start the buy-out process. * Completes final review for project acceptance and completes a buy-out for daily project management and budget/production goals. * Charting out the project objectives and interpreting plans, setting performance requirements, schedule and budgetary requirements. * Bringing about optimum utilization of resources including labor, materials and equipment, and ensuring their procurement and most cost-effective terms. * Performs a specification review to ensure all general conditions, allowance and quality expectations are met. * Communicates daily with the coordinator in order to ensure all required paperwork is being submitted and reviews daily production to ensure all goals are met or exceeded.

KNOWLEDGE AND SKILL REQUIREMENTS Educational Requirements include an Associates Degree in Construction Management, Construction Technology, or Civil Engineering; a Bachelors Degree is preferred. 5+ Years of paid heavy civil project/field engineering, estimating or management experience is required. Must be highly organized and capable of multi-tasking in a fast-paced work environment.
