DISTINGUISHING FEATURES OF THE CLASS: This is a difficult supervisory inspection work involving the responsibility for the enforcement of the plumbing and drainage provisions of the plumbing code. The work involves the inspection of all plumbing plans and installations for compliance to the law and the issuing of plumbing permits and final certificates of approval. The incumbent receives a general outline of the policies and objectives of the division and plans and performs the details of the work under only general supervision of the Director of Inspections or other designated superior. The Chief Plumbing Inspector performs related work as required.
TYPICAL WORK ACTIVITIES: * Supervises and participates in the inspection of plumbing construction, renewals, and repairs for compliance with City Ordinances, Plumbing Codes, and all health laws pertaining to plumbing and drainage; * Checks plumbing plans to insure adherence to State and City laws; * Issues permits for plumbing, installations or repairs; * Issues final certificates of approval; * Receives and answers complaints and requests for information by mail and telephone; * Acts as ex-officio member of Examining Board of Plumbers. * Reviews applications for Journeyman and Master Plumbers. * Issues licenses for Journeyman and Master Plumbers. * Issues and inspects mechanical permits.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: * Thorough knowledge of plumbing codes and ordinances; good knowledge of plumbing procedures; * Complete familiarity with standard materials and plumbing equipment; * Ability to recognize evidence of poor plumbing practices or of code or law infractions by inspection and review plumbing plans; * Ability to plan and direct the work of others; * Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS: * Possession of a Certificate of Competency (sometimes referred as Master Plumbers License) issued through the City of Niagara Falls Plumbing Board.
