Summary

Working under the supervision of the Assistant Superintendent, Track; the Foreman I - Track is responsible but not limited to supervising and enforcing employee compliance with safety procedures, assigning work, and overseeing repairs and preventative maintenance, ensuring tasks are completed in a safe, timely and cost-effective manner as well as, performing data entry for work orders. The Foreman I – Track will also be responsible to conduct first step hearings and ensure programs and policies are consistently followed and implemented.

Roles and Responsibilities:

  • Delegates and schedules inspections, repair work and campaigns; assures completion in a timely and cost-effective manner to minimize LRT delays and track defects.

  • Analyzes and solves maintenance and repair problems.

  • Constantly inspects the work being performed to make certain that the track is safe for the passage of trains and promptly advises the Superintendent or Manager in charge of any unusual conditions.

  • Must be qualified on the proper use of NJ TRANSIT MW4 and be FRA qualified or able to pass FRA Exam.

  • Must qualify on physical characteristics for the territory assigned and be able to pass all exams as a certified Track Inspector.

  • Counsels, trains, and develops non-agreement maintenance personnel. Interviews, instructs, and disciplines agreement employees, conducts first step hearings, and maintains a working relationship with the union.

  • Responsible for the supervision and safety of all employees assigned to them.

  • Must instruct employees on the proper performance of their work ensuring that it is done in a safe, orderly, and productive manner.

  • Must ensure that all subordinates adhere to safety rules. Required to inspect job sites for cleanliness and safety hazards and take corrective action as needed.

  • Coordinates work with Transportation on all shifts, ensuring that programs, policies, and procedures are consistently implemented, including stock room, safety, and environmental procedures.

  • Should have a current driver license.

  • Must be capable of completing all required field documentation and able to carry out all other duties that are assigned.

    Education, Experience and Qualifications:

Preferred: High school diploma or equivalent, and six (6) years of applied experience Track maintenance, including four (4) years of supervisory experience.

Knowledge and Skills:

  • Must be able to read, write speak and understand the English language.

  • Proficient with Microsoft Office products, particularly Word and Excel.

Certificates, Licenses, Registrations

  • Possession of a Driver’s License is desired.

  • FRA and MW4

  • Track Inspector

Work Environment

  • Field and office environment with outside activity including response to yard or ROW.

Physical Demands

  • This position involves standing, walking, climbing stairs and, in part, working outdoors in all seasons.

  • The position may involve bending over, or squatting, reaching overhead, walking on uneven surfaces, and stepping over rail or obstructions in the yard or ROW.

Other Conditions

  • Per the needs of the NLR and at the discretion of the Assistant Superintendent and Superintendent of MOW, this position may involve working variable “off” tours with variable RDO’s.
