This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

Position Objective:
This position is responsible for leading the strategic planning function across the MTA, supporting the executive leadership of operating agencies and departments as they develop and execute short- and long-term goals that align with the overall strategic priorities of the MTA. This includes managing the annual goal-setting process, ensuring alignment across the organization, tracking progress, and adjusting goals if needed. The position also oversees the development of an annual strategic plan that integrates agency-wide priorities with departmental objectives.
Responsibilities:
Responsible for the overall coordination of strategic planning across the MTA, ensuring departments and agencies are aligned in their goals and working toward shared MTA-wide priorities.
Oversee the annual agency and departmental goal-setting process: support executive leadership in developing goals, ensure goals are ambitious and measurable, identify areas of shared opportunity or potential conflict, and track progress throughout the year.
Coordinate regular check-ins between agency/department leaders and the Chair & CEO to discuss goals and progress against goals.
Partner with Strategic Initiatives and other administrative functions to support operating agencies as they identify and implement new strategic efforts to improve business operations.
Lead the development of an annual MTA-wide strategic plan, articulating agency-wide priorities and specific departmental goals to create a cohesive and forward-looking roadmap for internal and external stakeholders.
Identify opportunities for cross-departmental collaboration and alignment, and flag any gaps or conflicts in strategic direction.
Run strategic planning meetings with executive leadership – develop agendas, coordinate with presenters, and facilitate discussion.
Develop tools, templates, and guidance documents to support departments in strategic planning and performance tracking.
Liaise with executive leadership and department heads to ensure strategic planning efforts are informed by operational realities and leadership priorities.

Is held accountable for overseeing and evaluating contractor/consultant/vendor performance, where applicable:
Observing the work performed by the contractor/consultant/vendor;
Reviewing invoices and approving them if the work meets contractual standards;
Addressing performance issues with the contractor/consultant/vendor when possible; and
Escalating issues to other parties as needed.
Required Knowledge/Skills/Abilities:
Must possess excellent interpersonal and communication skills, with the ability to engage effectively with internal stakeholders across all levels.
Strong leadership and collaboration skills, with the ability to foster teamwork and drive alignment across departments.
Exceptionally self-motivated and directed, with a proactive approach to problem-solving.
Excellent understanding of strategic planning and project management principles.
Superior understanding of organizational dynamics and the ability to navigate a large, multi-agency public sector environment. Familiarity with MTA a plus.
Strong organizational and coordination skills, with the ability to manage multiple projects and meet deadlines .
Must be able to maintain a high degree of confidentiality and discretion .
Demonstrated ability to complete short- and long-term projects efficiently and on schedule.
Required Education and Experience:
Bachelor's Degree in Public or Business Administration, Urban Policy, Communications, or a related field.
A minimum of ten (10) years of experience in strategic planning, performance management, or related project management experience.
The Following is/are preferred:
Master’s degree in a related field.
Other Information
May need to work outside of normal work hours (i.e., evenings and weekends)
Travel may be required to other MTA locations or other external sites.
