Telework:

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Job Summary:

The Project Manager, Maintenance Contracts , manages service and supply contracts that support major maintenance, operational work, and some capital improvement projects from start to closeout. This includes developing scopes of work and specifications, preparing labor and material cost estimates, assisting with bid documents and contract awards, and overseeing contractor performance to make sure work is completed safely, on time, within budget, and according to contract requirements. The role also includes tracking work progress and contract spending, managing change orders, resolving contractor issues, approving payments, and coordinating with engineering, finance, legal, procurement, and maintenance staff across multiple facilities. This position requires strong technical knowledge, attention to detail, good communication, and sound judgment to manage contracts effectively and support safe, reliable operations.

Responsibilities:

  • Oversee and manage service and supply contracts for major maintenance, capital improvement, and operational projects from inception through closeout, ensuring work is executed accurately, on time, and within budget. Lead the development of detailed technical specifications for complex projects to clearly define scope, responsibilities, and compliance requirements. Prepare labor and material cost estimates, monitor contract expenditures against the authorized budget, and maintain strong budget control to support effective project delivery and financial accountability.

  • Oversee contractor performance and work progress through field inspections, site visits, and progress meetings to ensure compliance with contract requirements. Investigate complaints or violations related to contractor performance and take or recommend appropriate corrective action. Provide technical support during negotiations for change orders and contract modifications, and prepare recommendations to Legal and Contracts regarding termination for convenience or default when necessary. Conduct contract closeout activities and prepare final closeout documentation. This role requires on-call availability to respond to emergency service needs in limited situations.

  • Develop and prepare technical specifications that clearly define the scope of work and responsibilities for maintenance contracts and major E&C construction projects as they are completed and turned over to Operations. This includes systems such as electrical distribution, HVAC, fire alarms, elevators, generators, programmable logic systems, standpipe and sprinkler systems, and surface weather systems. The purpose is to ensure that buildings, grounds, and equipment used in daily facility operations are properly maintained and remain in compliance with applicable city, state, and federal regulations.

  • Coordinate with the Business Service Center and Accounts Payable to ensure contractor invoices are submitted timely, in the proper format, and in compliance with contract terms and documentation requirements to support accurate and prompt payment processing. Review and address issues related to invoice reconciliation by identifying discrepancies, resolving payment-related concerns, and working with internal departments and contractors to remove delays or bottlenecks in the payment and reconciliation process.

  • Performs other duties as assigned .

  • Complies with all policies and standards .

  • May be required to work hours outside regular work hours, as applicable .

  • Observes the work performed by contractors, as applicable .

  • Reviews invoices and approves them if the work has contractual standards, as applicable .

  • Addresses performance issues with the contractor when possible, as applicable .

  • Escalates issues to other parties when needed, as applicable .

    Qualifications :

  • Bachelor’s Degree in Arts/Sciences (BA/BS) in project management, planning, business administration, finance, engineering, or related field.

  • Additional years of experience can be substituted in lieu of education .

  • Minimum 5 years of experience in project management, specifically in managing maintenance contracts, capital improvement projects, and operational projects

  • Proven experience in developing technical specifications, cost estimation, and budget management .

  • Extensive experience with Microsoft Office Suite with high competency with Microsoft Excel .

  • Able to exercise expert judgment while operating under pressure to meet deadlines and effectively respond to emergencies.

  • Knowledge of policy and procedures concerning project management, procurement, and contract management and administration budget analysis and writing technical specifications .

  • Must be able to integrate authority and contractor schedules to obtain the timely completion of projects without impacting the authority’s ability to provide service to its customers.

  • Excellent communication and coordination skills with internal departments and outside governmental entities.

  • Ability to work in a multi-paced environment with great flexibility to handle multiple assignments and meet deadlines .

  • Must have highly developed customer service skills, self-motivated and proactive team player .

  • Excellent verbal and written communication skills .

  • Ability to travel to any MTA Bridges and Tunnels facility as needed .

  • Ability to respond 24/7 in emergency situations .

  • Unrestricted driver's license in New York State.

    Preferred :

  • Understanding of budgeting, contract management, and project administration in the field of service contracts .

    Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
