APTIM Project Manager -- Environmental Protection Agency Clean Ports Program in New York, New York

We are seeking a skilled Project Manager to support a major federally funded clean transportation initiative in the port sector.
Job Overview:
APTIM is seeking an experienced Project Manager to support the implementation of projects funded under the U.S. Environmental Protection Agency (EPA) Clean Ports Program Zero Emission Technology Deployment Grant. This role will support the management and monitoring of zero-emission infrastructure and equipment deployment projects in a complex port environment, with responsibility for project coordination, grant compliance, reporting, budget and schedule oversight, stakeholder engagement, and closeout support.
The ideal candidate will bring strong project management experience, direct experience with EPA funded grant programs, and the ability to work effectively across technical teams, tenants, agencies, and executive stakeholders.
Key Responsibilities/Accountabilities:
Project Management and Coordination
Lead day-to-day coordination of grant-funded project activities across multiple stakeholders and project partners.
Develop and maintain project management plans, work plans, schedules, and deliverable tracking tools aligned with program requirements.
Coordinate with collaborating entities, subawardees, tenants, utilities, internal departments, and external agencies to support project execution.
Organize meetings, track action items, resolve issues, and support timely responses to project-related requests.
Grant Compliance and Reporting
Prepare, review, and manage grant-related documentation, including schedules, invoices, cost estimates, reimbursement support, progress reports, and other required submittals.
Support the preparation and assembly of reimbursement request packages and related backup documentation.
Review project and procurement documentation to help ensure compliance with federal requirements and grant conditions.
Coordinate with project partners to address follow-up questions, documentation gaps, and compliance issues.
Budget, Schedule, and Performance Oversight
Monitor project scope, budget, schedule, and performance against program objectives.
Identify project risks, issues, and implementation challenges, and support development of mitigation strategies.
Help ensure projects remain on track and that reporting to leadership reflects current and accurate information.
Stakeholder and Executive Support
Prepare presentations, executive summaries, briefing materials, and status updates for project leadership and senior management.
Coordinate across facility staff, tenant stakeholders, utilities, and local, state, and federal agencies.
Support stakeholder engagement and maintain strong working relationships in a fast-paced, multi-party project environment.
Audit and Closeout Support
Support internal reviews and external audits related to grant-funded activities.
Assist with final reporting, file organization, and project closeout documentation.
Maintain clear, organized records to support audit readiness and compliance throughout the project lifecycle.
Basic Qualifications:
Bachelor's degree in Engineering, Public Administration, Urban Planning, Environmental Science, Accounting, or a related field.
Minimum 5 years of relevant project management experience supporting electrification, transportation, port development, environmental, or related infrastructure projects.
Experience supporting or managing federally funded projects, including compliance with federal grant requirements such as 2 CFR Part 200.
Demonstrated experience with budget tracking, schedule management, reporting, and issue resolution.
Experience coordinating with multiple stakeholders, including project partners, agency staff, and leadership teams.
Strong written and verbal communication skills, including the ability to prepare clear reports, presentations, and briefing materials.
Strong leadership, analytical, organizational, and problem-solving skills.
Proficiency with Microsoft Office Suite, with the ability to learn client systems and reporting tools.
Valid driver's license.
Ability to pass a Federal Security Background Check and obtain a Transportation Worker Identification Credential (TWIC) for work in a maritime environment.
Preferred Qualifications:
Experience in a port, maritime, transportation, or public-sector infrastructure environment.
Experience reviewing work associated with civil construction, transportation facilities, or electric utility infrastructure.
Direct experience with EPA-funded programs, reimbursement processes, and audit support.
Experience with subaward or subrecipient management and procurement compliance review.
Knowledge of Build America, Buy America or other Infrastructure Investment Act compliance requirements.
Familiarity with Davis-Bacon Act requirements and related labor compliance considerations for federally funded infrastructure and construction-related projects.
Work Location:
This position is expected to support a hybrid work arrangement, with four days per week onsite and limited remote flexibility, depending on project demands and client requirements. The role may also require periodic travel to offsite facilities to support site visits, coordination meetings, and project oversight.

As of the date of this posting, a good faith estimate of the current pay range for this position is $175K to $200K per year. Compensation depends on several factors including: experience, education, key skills, geographic location of the position, client requirements, external market competitiveness, and internal equity among other employees within APTIM.
