Job Description
Salary:
The City of New York Mayor’s Office of Equity & Racial Justice’s compensation package includes a competitive market salary and exceptional benefits. Our cash compensation range for this role is $100,000-$120,000. Final offers will vary based on candidate experience and expertise, and other factors.
The Problems You’ll Solve:
As a senior leader reporting to the Deputy Commissioner, the Program Director will play a lead role in scoping, developing, managing, and evaluating MOERJ programs in collaboration with key implementation partners inside and outside of NYC government. They will ensure MOERJ centers equity in all programmatic investments, working collaboratively with city agency and/or other implementation partners as well as directly managing two MOERJ program managers supporting this work. The Program Director will also engage with teams across MOERJ for cross-team coordination and partnership on programmatic priorities, helping ensure MOERJ is able to clearly communicate impact across program investments.

KEY RESPONSIBILITIES:
Lead the strategic application of an equity lens across all program life cycles, from design and investment to evaluation
Lead the scoping, development, management, and evaluation of MOERJ central programs in partnership with city agency and/or other implementation partners
Collaboratively develop a universal equity program agenda that establishes some collective impact goals across the agency’s full program investment portfolio, contributing to an organizational
understanding of impact
Work collaboratively to establish standardized agency practices to ensure all program investments are positioned to help dismantle systemic barriers and drive measurable, equitable
outcomes for residents
Translate citywide and/or organizational goals into actionable program investments and develop as well as monitor performance metrics, working in partnership with the MOERJ Data &
Performance Manager
Develop (or refine) and manage program progress reports, working in partnership with Data & Performance Manager, including tracking program budgets and spending
Collaborate with Data & Performance Manager to translate program impact for public communications
Support preparation for City Council testimony and related materials, as needed, for MOERJ central programs
Develop and/or deliver program-related presentations and create public-facing briefs
Supervise, coordinate, and develop two full-time program managers who will each manage a portfolio of programs and other related programmatic work
Meet with individual program managers and team on a regular basis, providing clear guidance on best practices on scoping, development, management, tracking, and evaluation
Lead, coordinate, and execute existing and new programmatic work developed through the internal NYC Taskforce on Racial Inclusion & Equity (TRIE)
Develop proposals that direct resources to serve historically underserved populations and geographic areas, working to ensure investments target disparities
Collaborate with partners to develop program budgets as well as track and report spending
Working with partners, co-design any new program goals and operational strategies to reflect the lived experiences and priorities of communities served and dismantle systemic barriers
Develop and maintain organizational tools to track program management and teamwork management using tools such as Airtable and Microsoft SharePoint
Set the tone for interagency representation of MOERJ and join program/initiative working groups
Collaborate and coordinate with MOERJ colleagues, other city offices, and other external stakeholders on program priorities
Serve as lead convener of MOERJ programmatic teams across the agency to share best practices, celebrate successes, work through common programmatic challenges, and foster a culture
of autonomy with alignment
Collaborate with planning team on the development or refining of tools, practices, workshops, etc. that guide agencies to center equity in their program investments

Qualifications
Baccalaureate degree from an accredited college and five to seven (5-7) years of professional experience. This must include at least three (3) years professional experience developing,
managing, and evaluating programs
Relevant master’s degree in public administration, public policy, planning, or other related subject which can substitute for one to two (1-2) years of professional experience above, depending on
degree.
At least two to three (2-3) years of direct supervisory experience with strong leadership and management skills.
