City of New York Operations Data Analyst, Division Management & Systems Coordination in New York, New York

Job Description

The Division of Disease Control's mission is to safeguard the health of New Yorkers through identification, surveillance, treatment, control, and prevention of infectious diseases, which is achieved through varied and interrelated endeavors of its seven Bureaus.

The Bureau of Division Management & Systems Coordination (DMSC) leads administrative, surveillance, informatics, preparedness, policy, communications, community engagement, and racial equity and social justice activities for the Division and guides the strategic use of Division resources to advance innovative and effective policies and programs.

This position will report to the Senior Director of Operations, who also acts as DMSC's Program Management Officer (PMO). In this cross-functional role, you will support DMSC in the development and maintenance of tracking systems that provide a continuous QA lens on HR and Procurement admin workstreams, collaborating with both Bureau and Divisional leads to identify new needs for data reporting and management tools.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

  • Identify opportunities for improved data management reporting and develop proactive decision-making tools to support administrative teams to function more efficiently and effectively.

  • Support the strategic planning and centralization efforts across Procurement and HR, applying critical thinking lens reviewing processes and making recommendations to iteratively streamline cross-Divisional workflows and cross-Agency approvals.

  • Perform qualitative and quantitative analysis necessary to continuously assess HR and Procurement capacity and performance.

  • Assess available data sources to continuously improve current reporting systems and participate in design sessions with various functional teams as needed

  • Conduct trainings for newly developed tools and provide ongoing TA guidance and support to staff as needed

  • Participate in refining policies and standard operating procedures for the Division and create diagrammatic workflows

PREFERRED SKILLS:

  • Proficiency with Excel functions; experience with Power BI, Tableau and other business intelligence tools; knowledge of Salesforce and SQL an added plus

  • Highly adaptable and creative problem-solver with a demonstrated ability to move data projects from conception to completion.

  • Detail-oriented with outstanding project management and organizational skills.

  • Knowledge of Visio and PowerPoint, with ability to create effective infographics

  • Excellent written and oral communication skills.

Qualifications

  1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

  1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

  2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

Salary Min: $ 87,743.00

Salary Max: $100,904.00
