Enterprise Applications Developer - Finance Systems (IT Software Dev-PeopleSoft 3) - Provisional

GENERAL DUTIES

Under general supervision, plans, designs, develops, and fulfills PeopleSoft Enterprise Human Capital Management, Campus Solutions, and Finance Solutions application development requirements for complex applications.

The Software Developer (PeopleSoft) demonstrates mastery of one or more PeopleSoft product modules and expertise using Application Engine, PeopleSoft Tools, and People Code. Serves as a resource person in at least one of the above mentioned modules.

All personnel perform related work. This specification describes typical assignments; related duties may be assigned as needed. There are two assignment levels (level 1 and Level 2).

General Work Tasks

Assignment Level 1

  • Interprets functional designs to create technical designs containing the information needed to code PeopleSoft objects, partnering with Project Team members to collect requirements and validate designs

  • Codes PeopleSoft objects adhering to technical designs

  • Applies standard PeopleSoft development tools and other software components as needed (e.g., Application Designer, Application Engine, SQR, Application Messaging, Component Interfaces, PeopleSoft, Crystal Reports)

  • Creates documentation needed to support PeopleSoft code

  • Creates and executes unit and system integration tests to validate new or changed code; documents errors and resolves defects

  • Works with feedback from the user community

  • Supports technical aspects of code deployment to production environments

  • Supports the Production function by resolving code defects identified by end users

  • Works to support transition of Production Support to Managed Services team

  • Designs and generates PeopleSoft reports

  • Provides solutions to a variety of technical problems of moderate scope and complexity

Assignment Level 2

  • Completes all Level 1 tasks

  • Troubleshoots codes / PeopleSoft objects adhering to technical designs using specialized

  • Serves as an expert resource to Level1 staff

  • Applies expertise and supplies technical guidance to others using standard PeopleSoft development tools and other software components as needed (e.g., Application Designer, Application Engine, SQR, Application Messaging, Component Interfaces, PeopleSoft, Crystal Reports)

  • Advises Level 1 staff during unit and system integration tests to validate new or changed code; documents errors and resolves defects

  • Provides technical support and troubleshooting within defined service level agreements

  • Provides solutions to a variety of technical problems of larger scope and complexity than Level 1

CAMPUS SPECIFIC INFORMATION

The Office of Computing and Information Services (CIS) at the City University of New York (CUNY) supports the IT and telecommunications needs of CUNY's 26 colleges. CIS supports enterprise IT and applications, identifies and develops new technologies that advance the University's core mission, operates and maintains the University's network, the enterprise Data Center, and the CUNY Service Desk. Additionally, CIS manages the processes that safeguard the University’s IT assets, maintains the security posture by operating the CUNY Security Operations Center (SOC), develops disaster recovery plans for business continuity, and supports the PeopleSoft Enterprise Resource Planning (ERP) solution that integrates student administration, financial management, and human resources operations across CUNY’s 26 colleges. Lastly, CIS provides strategic and operational IT leadership to all CUNY campuses.

Reporting to the Assistant Director of Enterprise Finance Solutions, the Enterprise Applications Developer - Finance Systems, will serve as a senior enterprise applications developer. Under general direction, the developer designs, develops, and supports complex PeopleSoft Financials and HCM solutions while leading enterprise integrations with Jaggaer, State and City financial systems, payroll agencies, and retirement systems. This role also plays a critical technical leadership role in CUNY’s transition from PeopleSoft to Workday, ensuring secure, compliant, and resilient ERP interoperability across a multi-campus environment. The position will function as a technical authority and resource to development teams, managed service providers, and functional stakeholders across the University.

Key responsibilities include, but are not limited to the following:

  • Designs and maintains complex enterprise solutions within PeopleSoft FSCM and HCM utilizing Application Designer, Application Engine, PeopleCode, Integration Broker, Component Interface, BI Publisher, ExcelToCI, Process Scheduler, Data Mover, SQR, nVision, and advanced SQL, applying secure coding, performance tuning, and scalability best practices.

  • Leads design, monitoring, and optimization of enterprise integrations across hybrid ERP environments, including PeopleSoft, Workday, Jaggaer, State Financial System (SFS), City Financial Management System (FMS), State and City Payroll systems, Teachers Retirement System, financial institutions, and other external partners, ensuring secure, accurate, and timely data exchange.

  • Responsible for mission-critical payroll inbound processes, commitment accounting integrations, procure-to-pay workflows, supplier integrations, and check printing configurations supporting institutional financial operations and regulatory compliance.

  • Performs advanced production support, root cause analysis, and performance diagnostics for Finance and HR systems, proactively mitigate risks, maintaining SLA compliance, and minimizing operational disruption.

  • Leads PeopleTools upgrades, PUM image implementations, regulatory releases including annual 1099 processing, retrofit analysis, regression testing, and post-implementation stabilization to ensure system integrity and continuity.

  • Guides migration of fixes, enhancements, and releases across development, test, and production environments in partnership with Application Support vendors and managed service providers, ensuring strict adherence to enterprise change management protocols.

  • Serves as technical lead for master data conversion and reconciliation initiatives in the PeopleSoft to Workday transition, implementing structured data mapping, transformation logic, validation controls, audit documentation, and reconciliation governance.

  • Redesigns and modernizes enterprise integrations leveraging REST/SOAP APIs, middleware platforms, secure file transfer protocols, Control-M, managed file transfer solutions, and automation frameworks to enhance resiliency, maintainability, and performance.

  • Implements enterprise monitoring frameworks, batch orchestration controls, failover safeguards, and audit-ready documentation to ensure business continuity, regulatory compliance, and data integrity across State, City, and Federal reporting requirements.

  • Provides technical leadership, architecture standards development, code review oversight, and mentorship to development teams while contributing to ERP governance frameworks and long-term modernization strategy.

NOTES:

  1. Until further notice, this position is eligible for a hybrid work schedule.

  2. An appointment to this Competitive title/position in the Classified Civil Service Title Series will be made with a Provisional status. Employees in provisional status must pass a competitive civil service examination and be appointed from a civil service list to remain in the title/position.

MINIMUM QUALIFICATIONS

Level 1

1) A combination of education and experience that may be met by one of the following:

a) Oracle/PeopleSoft certification for PeopleSoft Version 8 or later with 2 years of full time information technology work experience which must have been primarily in PeopleSoft development,

OR

b) A Bachelor's degree from an accredited institution in computer science or related field plus three (3) years of full-time information technology work experience, which must have been primarily in PeopleSoft development,

OR

c) An Associate's degree from an accredited institution in computer science or related field plus five (5) years of full-time information technology work experience, at least three (3) years of which must have been primarily in PeopleSoft development,

OR

d) A High School diploma or GED from an accredited institution and at least seven (7) years of full time information technology work experience (post-high school), at least three (3) years of which must have been primarily in PeopleSoft development

2) Demonstrated English language proficiency, including the ability to speak, read, write and understand English well enough to meet minimally acceptable performance standards set for job tasks.

Please note: No substitutions or equivalencies for 3 years of PeopleSoft Development experience will be accepted

Level 2 and level 3

In addition to minimum qualifications, candidates for level 2 and 3 must demonstrate that they hold additional qualifications (education, experience, or certification) appropriate to the specific requirements of the position.

In addition to the qualifications for level 3, candidates for level 4 must demonstrate that they hold additional qualifications (education, experience, or certification) appropriate to the specific requirements of the position.

OTHER QUALIFICATIONS

Preferred:

  • 10+ years of progressive experience in full lifecycle PeopleSoft development and enterprise production support, including significant experience within higher education, public sector, or multi-institutional environments.

  • Advanced expertise supporting PeopleSoft FSCM (9.2+) and HCM using PeopleTools 8.58+, encompassing technical design, development, integration architecture, testing, deployment, and post-production optimization.

  • Demonstrated mastery of PeopleSoft technical tools including Application Designer, Application Engine, PeopleCode, Integration Broker, Component Interface, ExcelToCI, BI Publisher, Process Scheduler, Data Mover, SQR, nVision, and PS Query.

  • Extensive experience designing and supporting integrations with Jaggaer, State and City financial systems, payroll agencies, and governmental entities using APIs, middleware, secure file transfer protocols, and enterprise scheduling tools.

  • Deep expertise in Oracle RDBMS and advanced SQL, including performance tuning, query optimization, and collaboration with DBAs in high-volume financial environments.

  • Proven experience leading PUM upgrades, tools upgrades, regulatory updates, environment migrations, and retrofit analysis in coordination with managed service providers.

  • Active contributor to ERP modernization initiatives, including PeopleSoft to Workday implementations, with experience in master data conversion, integration redesign, hybrid ERP coexistence, and familiarity with Workday tools such as EIB, RaaS, Data Forward, and ROVER.

  • Strong leadership, analytical, communication, and governance skills, with demonstrated ability to mentor technical staff, conduct code reviews, support audits, and enforce enterprise development standards.

Incumbent Minimum: $114,482

Level 2

Incumbent Minimum: $125,932

Level 3

Incumbent Minimum: $138,522 - $144,000
