POSITION DETAILS
The Finance Manager for Procurement (Deputy Director) at the City College of New York will report to the Business and Fiscal Affairs Director, and manage key procurement, contracting, and financial operations in support of the College.
(Campus-specific Information and duties)
Assist the Fiscal Affairs Director with the day-to-day management of purchasing activities, including systematically tracking the full “concept-to-contract” lifecycle.
Complete complex procurement activities from concept through contract registration, including Requests for Proposals (RFPs), and Invitations for Bids (IFBs).
Develop and maintain financial dashboards to provide leadership with real-time visibility into spending and departmental performance including on MWBE/SDVOB spending and sustainability initiatives.
Act as the lead responder for Freedom of Information Law (FOIL) requests, ensuring all public data inquiries are handled with accuracy, legal compliance, and transparency.
Compile contract packages for tax levy and non-tax levy procurements to oversight agencies such as the NYS Attorney General’s Office and NYS Comptroller’s Office
Coordinate advertisements in The City Record and NYS Contract Reporter , conduct vendor site visits, issue addenda, and oversee bid openings.
Act as a subject matter expert for faculty and staff, advising on contract availability and providing technical training on procurement regulations to improve campus-wide efficiency.
Work collaboratively with internal and external College stakeholders: the College’s academic and operations departments; other units with the City College of New York’s Office of Finance including but not limited to Budget, Financial Accounting and Accounts Payable; the University General Counsel’s Office; the Central Office of Procurement; and the Central Office of Facility Planning, Construction, and Management
Assist with fostering a creative and productive work environment, where all team members are customer-focused to deliver a quality product within established timeframes
May supervise professional and/or clerical staff engaged in procurement and financial operations.
QUALIFICATIONS
Bachelor’s degree and six years’ related experience required.
Preferred Qualifications:
Bachelor’s degree in Business, Economics, Accounting, Finance or closely related field
Experience in conducting procurement, including purchasing and sourcing activities, for a public/government agency
Demonstrated in-depth knowledge with State procurement process and Finance law, as well as available city, state, and federal procurement mechanisms, highly desired
Experience in conducting purchasing/sourcing transactions in an Enterprise Resource Planning Systems (ERPs), such as CUNYBuy, CUNYfirst, CUNYWork, the State Financial System (SFS), and/or New York City Financial Management System (FMS)
Proficient with the Microsoft Office suite of products, particularly Outlook, Word, Access, and Excel
Extremely Detail-oriented and accurate with strong quantitative, financial, and critical thinking skills.

COMPENSATION AND BENEFITS
Salary Range: $121,194 - $129,041. Salary commensurate with education and experience.
CUNY is in the process of implementing salary schedule increases. Once implemented, salaries of eligible employees will be adjusted by 3.5% effective 9/1/26, in accordance with the terms of the PSC-CUNY collective bargaining agreement.
