Position Summary:

The General & Te ch nical Accounting Analyst is responsible for ensuring that accurate financial transactions are recorded in the general ledger and reconciliation s ch edules are maintained for internal and external/statutory audits. Primary responsibilities include the journal processing for monthly, quarterly and annual transactions whi ch feed into the financial reports for MTA HQ consolidation .

Responsibilities:

  • Assist with monthly, quarterly and annual close journal processing and financial reporting. Provide supporting documentation and analysis to management, assist with audit requests and annual disclosure reporting.

  • Review for accuracy of account information and payment processing of intercompany ch arges with other agencies. Perform Intercompany account analysis and quarterly reconciliations.

  • Monitor GL account activities, record journal entries, perform account analysis, accrual estimates, monitor and adjust account accruals per actuals, monitor AP payments for various agency vendors.

  • Review information submission from various departments. Maintain journal log, keep records and organize supporting documents to ensure information complies with year-end requirements.

  • Assist with updating NYPA loan project s ch edule. Update amortization s ch edules and maintain master templates for reporting purposes. Prepare NYPA Loan quarterly/annual entries, MTA disclosure s ch edule and reconciliation to NYPA statements.

  • Reviewing and recording cost control requests from various departments according to accounting procedures.

  • Prepare payment memos (e.g., subsidies, rent) and submit requests to Treasury.

  • Other duties as assigned.

    Education and Experience:

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations resear ch , organizational behavior, industrial psy ch ology, statistics, personnel administration, labor relations, psy ch ology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law s ch ool, and one (1) year of satisfactory full ‐ time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic resear ch ; in management or methods analysis, operations resear ch , organizational resear ch or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market resear ch , economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or

  • A baccalaureate degree from an accredited college and three (3) years of satisfactory full ‐ time professional experience in the areas described in ʺ 1 ʺ above

    Desired Skills:

  • CPA preferred

  • Must have knowledge of automated financial systems ( e.g.,PeopleSoft ).

  • Must have knowledge of monthly general ledger closing and financial reporting.

  • Demonstrated ability to work independently with all internal levels within a given organization.

  • Strong communication and writing skills.

  • Strong work ethic and dedication to the highest work quality and job excellence.

  • Must have excellent analytical, problem solving and judgement skills.

  • Knowledge of GAAP, particularly GASB, a plus.

  • Demonstrated proficiency in Microsoft Office Suite, i.e., Word, Excel, PowerPoint, and Outlook.
