Brown County FT License Bureau Supervisor in New Ulm, Minnesota
Job Duties
Responsible for management of License Bureau functions:
Develops and maintains a thorough understanding of the rules, procedures and software tools utilized in a Minnesota Deputy Registrar's office.
Works with Department Head to plan, evaluate, and implement policies, procedures, processes, and projects. Identifies problems and exercises judgment and discretion in developing procedures.
Develop and implement long and short-term goals. Interprets, explains, and implements Federal, State, County and department policy and legislative changes.
Research, coordinate, implement, and evaluate projects.
Interact positively with internal and external customers. Communicates and interacts effectively and respectfully with employees, supervisors, individuals from other organizations, and customers.
Participates in and coordinates professional staff development, attending training and education opportunities to maintain and improve proficiency. Coordinates training and development for staff.
Manages and assigns daily workload.
Oversee and performs preparation, evaluation and processing of applications for various licenses, title transfers, registrations, and filings to produce current and accurate motor vehicle records.
Oversee and perform processing of applications for driver’s license permits and ID’s, alerting the Evaluators of possible dangerous drivers.
Oversees processing and issuance of game and fish licenses and Department of Natural Resources (DNR) titles and registrations.
Processes and issues a variety of county licenses and permits.
Coordinate Mobile home transfers with Auditor/Treasurers and Assessor office.
Issues Alcohol, Tobacco, Auctioneer, Transient Merchant’s, Precious Metals, and Estate Sale Conductors Licenses.
Performs and manages collection of Property Tax.
Prepares and submits daily, monthly and year end reports and audits.
Prepares and delivers daily bank deposits.
Prepares, monitors and implements department budget.
Staff Supervision:
Supervises License Bureau staff. Direct and facilitate staff meetings, provide cross training, delegates, and adjust workloads. Ensures that staff perform in accordance with the Data Practices Act. Provides regular and ongoing consultation to staff, providing guidance on difficult and complex situations.
Conducts interviews, makes hiring recommendations and performs new employee orientation training.
Promote teamwork, a diverse, culturally competent, and respective workplace.
Serves as a positive role model for successful performance and ethical conduct.
Continual communication with Department Head, county departments, county and state staff and outside vendors.
Manage, monitor and document the work performance of assigned personnel on a timely and continual basis, conducts effective coaching, reviews performance, and takes corrective action whenever necessary.
Delegates responsibility and authority.
Enforces all safety rules, regulations and procedures. Provides training as necessary.
Conducts or oversees training for current and new employees to ensure established procedures are clearly understood and followed.
Approves payroll hours.
General office management:
Performs customer service by responding to public inquiries and requests for information.
Communicates and coordinates with dealers.
Enters pertinent data into computer databases accurately.
Oversees maintenance of office filing and records systems.
Order and maintains all inventory of state forms, licenses and supplies.
Performs cash audits on hand.
Approves billings and invoices. Approves and determines when to pay department bills.
Other duties:
Associates with agents and departments from other counties and states to learn about and maintain current on issues and challenges.
Actively involved with statewide associations. Participate as a member on various committees at county and state level. Is educated on legislative issues affecting License Center office.
Maintain knowledge of DVS and DNR procedures, laws and regulations.
Keeps updated on all office procedures, State and Federal laws and regulations.

Minimum Education Required
Bachelor’s degree in business, accounting, legal studies or a related field plus two (2) years supervisory experience; or
Associate’s degree in business, accounting, legal studies or related field plus four (4) years’ experiences with two of those years supervisory; OR
High School Graduate/GED equivalent plus six (6) years’ experience in business, accounting, legal studies or related field, with two of those years being in a supervisory role.
Minimum Experience Required
Must possess a valid driver’s license and be able to drive in the state of Minnesota.
Must successfully pass a background check.
Must comply with all federal and state laws and organizational and departmental policies and regulations.
Must comply with data practices policies and standards relative to non-public data. Any access to non-public data should be strictly limited to accessing the data that is necessary to fulfill employment responsibility. While data are being accessed, incumbents should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the non-public data must be properly stored according to county policy and the Minnesota Statutes.
Possess or ability to obtain Title Clerk Certification.
