Step into a high-impact leadership role at the heart of public health operations in Region 1. Minimum Qualifications

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

  • Supervision:Provides direct supervision of 3 Regional Office professionals, as well as functional supervision over administrative supervisors and clerical staff in all of the health units, to achieve positive performance outcomes and create a positive organizational culture.

  • Staffing and Scheduling:Determines staffing priorities and prepares, coordinates, and monitors program schedules and staff assignments to ensure efficient service delivery, essential tasks are completed on time, and staffing ratios are maintained.

  • Electronic Health Information:Ensures self and clerical staffs proficiency and accurate use of the OPH electronic health systems for service delivery in the parish health units

  • Time and Attendance/Leave:Approves and monitors leave. Ensures that self and staff use CATS for work time entry and leave requests and that annual leave and other special absences are consistently scheduled in advance and in accordance with policy.

  • Communication: Communicates effectively and frequently with staff through individual contact, routine staff meetings/huddles, and clearly written communication

  • Administrative back-up to Region 1's RA and RMD: Assumes responsibility for routine administrative matters and signatory authority in the absence of the Regional Administrator (RA) and/or Regional Medical Director (RMD).

  • Human Resources: Serves as the LDH-OPH Human Resources liaison for Region 1. Initiates and/or processes personnel action forms and requests (e.g. new hires, promotions, retirements, resignations, Worker's Compensation claims, FMLA, drug testing) in a timely manner

  • Payroll: Serves as Payroll liaison for Region 1 regional office and PHU staff. Assists timekeepers in the region's health units with time entry issues and communicates changes to policy or procedures.

  • Inventory: Assists parish health unit and regional office Property Location Coordinators with management of movable property to ensure compliance with state property control regulations.

  • Office of Risk Management:Serves as the Office of Risk Management Administrative liaison for Region 1.

  • Purchasing: Maintains approval/purchasing authority for the regional office and the health units in the region. Utilizes the Bank of America Works system to approve CBA and P Card purchases; maintains documents/records; and complies with purchasing policy and procedures.

  • Financial Management: Assists the Region 1 RA and RMD in preparing and managing the region's annual budget that includes estimated allocated costs and aligns with appropriated funds.

  • Contracts and Travel: Prepares professional/social service contracts for the RA and RMD's approval, in accordance with agency policy; processes contracts before the start date, using LaGov/RCAPS/ProACT, and maintains copies.

  • Emergency Preparedness and Response: Collaborates with the RA and RMD in planning for, responding to, and/or evaluating emergency responses in Region 1 associated with natural and manmade disasters, as well as disease outbreaks or other imminent threats to the health and safety of the general public.
