Discover your opportunities at Yale! Overview Reporting to the Director of Emergency Management, the Program Manager plays a key role in advancing Yale University’s Emergency Management programs. This position supports university-wide preparedness, response, recovery, and supports business continuity planning efforts to ensure the institution can effectively manage emergencies and minimize operational disruptions. The role partners closely with schools, departments, research laboratories, and senior leadership to develop, implement, and sustain emergency operations and supports business continuity programs tailored to unit-specific needs while aligning with Yale’s overall emergency management strategy. 1. Partner with schools, departments, and research laboratories to develop and maintain emergency operations and business continuity plans aligned with university strategy. 2. Guide department leaders in the development of continuity of operations plans to ensure critical functions continue during disruptive events. Design, develop, coordinate, and conduct university-wide and site-specific emergency management and business continuity training programs. 3. Ability to lead tabletop exercises and drills to test preparedness, improve response capabilities, and strengthen recovery processes. 4. Maintain and manage emergency management and business continuity tools and technologies that support plan development, testing, activation, and lifecycle management. 5. Conduct impact analyses and support departments in identifying critical functions and recovery priorities. 6. Manage distribution, version control, and compliance auditing of emergency management and continuity documentation. 7. Collaborate with Emergency Management colleagues to ensure integration and consistency across initiatives. 8. Support university-wide planning initiatives and special projects. 9. Develop engagement initiatives that promote awareness and preparedness among faculty, staff, and students. 10. Collaborate with internal stakeholders and external partners, including first responders and government agencies. 11. Participate in all phases of exercise, event, and incident management, including planning, execution, and after-action review. This position is designated as essential personnel and may require participation in on-call emergency response operations, including nights and weekends during emergencies or special events. Required Skills and Abilities 1. Strong knowledge of emergency management, disaster response, and business continuity principles and practices. Skilled in conducting impact analyses and continuity planning processes 2. Superior planning, organizational, analytical, writing, and presentation skills. Strong problem-solving skills and attention to detail. 3. Demonstrated ability to lead programs and manage multiple priorities independently. Flexible and adaptable as program needs evolve. 4. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint); advanced Excel skills preferred. Experience managing complex databases and documentation systems. 5. Ability to work effectively in a dynamic, team-oriented environment. Preferred Skills and Abilities 1. Demonstrated success leading complex, multi-stakeholder projects. 2. Experience advising executive leadership and driving cross-functional collaboration. 3. Proven ability to establish partnerships, resolve conflict, and build consensus. 4. Experience developing program metrics, tracking performance outcomes, and ensuring accountability. Required Education and Experience 1. Minimum of four years of professional experience in Emergency Management, Disaster Response, Business Continuity, or related field. 2. Demonstrated experience supporting preparedness, response, mitigation, or recovery programs. 3. Experience collaborating with first responders, government and non-government partners, and executive leadership. 4. Experience working in higher education or similarly complex organizations preferred. 5. Availability to serve as essential personnel and respond during emergencies. Preferred Education and Experience 1. Master’s degree in Emergency Management, Public Administration, Business Continuity, or a related field. 2. Professional certification such as AEM, CEM, CBCP, or equivalent. 3. National Incident Management System Courses (NIMS)- 100, 200, 300, 400, 700, 800. Principal Responsibilities 1. Oversees the advancement and growth of the program. Gives direction and leadership supporting the philosophy, mission, strategy, and annual goals and objectives. Assumes primary accountability for disseminating and publishing all program information to create public awareness and support of the program. 2. Works closely with leadership, internal and external colleagues, and community residents to further develop and implement strategic plans. 3. Identifies, solicits, and cultivates community partnerships and collaborations to assist in the development and growth of the program. Develops the metrics to identify and measure the success of the program. Responsible for measurements of grant success and related evaluation. 4. Assists in identifying and evaluating potential future funding sources, and contributes to the submission of grants and contracts supporting the program, including the annual submission and writing of all content areas and budgetary sections of grant applications. Develops and manages the program’s operating budget. 5. Develops the administrative infrastructure of the program. Manages human resource and administrative functions of the program, including staffing and hiring, supervision, performance development, counseling and discipline, if warranted. Oversees and manages information systems, facilities, and space needs. 6. Investigates, identifies, implements, and oversees the maintenance of systems to gather, track, and report information to support the initiatives of the program. Tracks all program activities and regularly informs leadership of progress on each initiative. Recommends structural or programmatic adjustments, changes or additions based on full knowledge of missions, goals, and objectives. 7. Initiates, designs, and manages the compilation of program communications; identifying outreach potential, and promoting philanthropic and collaborative support of the program. Contributes to the development and assists in the management of content on the program’s website and monitors all changes and additions to the editorial content. 8. May perform other duties as assigned.
