DEPARTMENT MARKETING STATEMENT

The Office of Project Delivery is seeking an energetic, forward-thinking candidate to fill the role of Associate Construction Project as we create and maintain a culture of collaboration and continuous improvement.

MINIMUM QUALIFICATIONS

Minimum Education

  • Bachelor's Degree in an Engineering, Construction Management, Project Management, or Construction Technology related discipline

Minimum Experience

  • No prior civil engineering or construction project implementation experience required, but is preferred

Minimum Certification/Licensure

  • Roadway Worker Protection (RWP) Certification, Level 2, within six (6) months of hire and maintained for the duration of time in this job

Preferred Qualifications

  • Some experience in a construction implementation environment

  • Driver's License / ability to obtain driver's license and operate a motor vehicle

SUMMARY

The Capital Project Management Associate is an entry level project management job. The incumbent works under direct supervision and performs entry-level, professional, analytical and technical work to assist with the management, progress inspection, documentation, analysis, communication, and reporting for construction projects implemented through the Authority's Capital Improvement Program. Works under supervision of Project Manager with guidance from Construction Engineer, Construction Supervisor, and Construction Inspection team.

ESSENTIAL FUNCTIONS

Principal Job Duties

  • Supports coordination of scope of work (SOW) reviews; prepares cost estimates based on final designs; and coordinates technical review of shop drawings for constructability and conflicts to gain on the job training and to contribute to successful project implementation outcomes.

  • Assists project managers in the day-to-day operations of project, with managing costs, schedules and quality, supporting project process improvement and compliance with existing policies and procedures.

  • Attends construction coordination meetings and drafts project related correspondence for review by project management team. May take meeting minutes, perform research and outreach, and develop presentations depicting project achievements and challenges to ensure, in the fast-paced project environment, that project management teams have needed support to document and communicate project information appropriately and timely.

  • Performs work with well-defined objectives, including activities such as data collection, synthesis of data gathered to support analysis, and documentation of findings and recommendations. Explores a wide variety of roles and functions within project management and increases proficiency with analysis and communication.

  • Conducts preliminary reviews of construction records and reports; drafts progress summaries, memoranda and briefs regarding status and delays; gathers information and responds to requests for project status from internal stakeholders.

  • Uses analytical skills and independent research to provide additional business and technical acumen to support effective documentation of progress and status, as well as to develop polished business and technical analysis and writing skills; and support the continuous improvement of tracking and reporting.

  • Conducts preliminary review of design changes, requests for information, and makes recommendations for changes in work plan resulting from claim and supplemental agreements. Applies knowledge and contributes to identifying causation and makes suggestions for issue resolution during construction implementation.

  • Performs other functions and tasks as assigned, such as observing and taking note of safety compliance and conformance within WMATA's safety culture, rules and procedures as applied to field conditions.

  • Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
