Job Title: Human Resources Manager Location: City of Nederland, Texas Department: Human Resources Reports To: City Manager


Position Summary

The City of Nederland is seeking an experienced and dedicated Human Resources Manager to lead and oversee all aspects of the Citys human resources functions. This role is responsible for developing and implementing HR strategies, policies, and programs that support the Citys workforce while ensuring compliance with applicable federal, state, and local laws. The ideal candidate is a strategic thinker with strong leadership skills and a commitment to public service excellence.


Key Responsibilities

  • Plan, direct, and manage all human resources activities including recruitment, employee relations, benefits administration, compensation, and performance management.
  • Develop and implement HR policies and procedures in alignment with City goals and legal requirements.
  • Advise City leadership on organizational development, workforce planning, and employee engagement strategies.
  • Oversee recruitment processes including job postings, candidate screening, interviewing, and onboarding.
  • Administer employee benefits programs and ensure accurate recordkeeping and compliance.
  • Handle employee relations matters, including conflict resolution, disciplinary actions, and investigations.
  • Ensure compliance with federal and state employment laws such as FLSA, FMLA, ADA, and EEOC regulations.
  • Manage payroll coordination and ensure accuracy in compensation practices.
  • Develop training and professional development programs for City employees.
  • Prepare and manage the HR department budget.
  • Maintain confidentiality of sensitive employee information at all times.

Qualifications

  • Bachelors degree in Human Resources, Public Administration, Business Administration, or a related field preferred.
  • Minimum of 4 years of progressive HR experience
  • Strong knowledge of employment laws and HR best practices.
  • Excellent communication, leadership, and interpersonal skills.
  • Ability to handle sensitive situations with professionalism and discretion.
