Naval Sea Systems Command SUPVERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in Naval Base Newport, Rhode Island

Summary You will serve as a Public Affairs officer and Supervisor in the Corporate Communications Office (code 103) of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. Responsibilities You will be responsible for providing authoritative, strategic counsel to Command leadership regarding public affairs and congressional affairs matters, as well as effectively managing public affairs and congressional affairs issues for the command. You will be advising Division leadership on policy decisions, courses of action and ramifications related to internal and external communication. You will be planning and implementing communication strategies to inform and educate stakeholders, including Division employees, Navy and DoD leaders, elected officials, the public, and industry about the command's mission and value to the Navy. You will be supervising personnel/resources in Corporate Communications, including planning, congressional affairs, public info, speech writing, media relations, crisis comms, social media, website management, event planning/multimedia production. You will be developing relationships with media outlets, industry representatives, trade associations, civic groups, and government agencies at the national and local levels. You will be representing the command on issues of national concern as well as managing information that may be sensitive or controversial. You will manage Congressional and Public Affairs, including media relations, social media, community relations, awards, and info release. Supervise Visual Information, including design, photography, videography, and the Technical Information Library. You will manage personnel, programs, and branch efforts, including large projects such as the Technical Information Library, which includes both a Classified and Unclassified Science and Technology Library. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS 11/12 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Overseeing and providing authoritative advice to strategically communicate policy decisions or organizational priorities to command leadership or personnel for the effective management of public and congressional affairs.
