Position Description

The Administrative Services Manager for Waste Services develops, coordinates, and oversees administrative, operational, and financial functions for the Waste Services Department, including fleet service coordination, scheduling, budgeting, and personnel management. Ensures efficient service delivery, compliance with policies, and alignment with departmental goals. This position announcement may be utilized for multiple positions within the Waste Services Department.

Waste Services is responsible for weekly curbside waste and every other week curbside recycling collection for over 151,000 customers in the urban services district as well as collection of over 200 public litter baskets in the downtown Nashville corridor. The division also operates four convenience centers where residents of Davidson County can bring waste, recycling, bulk items, food waste, household hazardous waste, and other items for recycling or disposal and eight recycling drop-off locations available to residents who do not qualify for curbside recycling collection.

Waste Services currently employs staff members working in collection, administration, customer service, education, landfill engineering, development review, and outreach.

Typical Duties

Administrative & Operational Management

  • Oversees daily administrative operations, including workflow coordination, scheduling, and service delivery.

  • Develops and manages project schedules, operational plans, and departmental priorities.

  • Coordinates fleet maintenance scheduling, service requests, and repair operations.

  • Coordinates fleet acquisition

  • Monitors workflow, assigns work, and ensures timely completion of tasks.

  • Ensures compliance with departmental policies, procedures, and safety regulations.

  • Serves as liaison between operations, fleet management, and administrative functions.

  • May serve as project manager or coordinator for the department.

Fleet & Service Coordination

  • Oversees work order systems, service requests, and maintenance tracking.

  • Assigns and monitors work for onsite fleet mechanics and operational staff.

  • Coordinates vehicle staging, movement, and readiness for service.

  • Communicates service updates, repair progress, and completion status to stakeholders.

  • Maintains accurate maintenance records and service documentation.

  • Completes vehicle and equipment specifications for fleet acquisition.

  • Monitors vehicle assignment, fuel usage and asset utilization.

  • Travel to off-site Fleet meetings.

Financial & Budget Management

  • Assists in development, justification, and monitoring of departmental budgets.

  • Tracks expenditures, financial activity, and operational costs.

  • Prepares financial, statistical, and operational reports.

  • Performs analysis to improve efficiency and resource allocation.

  • May manage grant funds, contracts, and budget-related activities.

Personnel & Supervisory Responsibilities

  • Supervises clerical, technical, and operational staff.

  • Assigns and reviews work; evaluates employee performance.

  • Provides coaching, counseling, and corrective action as needed.

  • Administers personnel policies and recommends disciplinary actions when appropriate.

  • Approves leave and ensures adequate staffing coverage.

Policy, Planning & Reporting

  • Assists in developing and evaluating policies, procedures, and operational practices.

  • Supports long-range planning and continuous improvement initiatives.

  • Prepares reports, presentations, and recommendations for leadership.

  • Keeps leadership informed of operational, personnel, and fiscal matters.

  • Represents the department in meetings and cross-functional initiatives.

Customer Service & Communication

  • Responds to internal and external inquiries regarding services and operations.

  • Ensures high-quality customer service and effective communication across departments.

  • Coordinates information flow between field operations, administration, and leadership.

Supervision Exercised / Received

  • Supervises administrative, clerical, and operational personnel.

  • Reports to the Director or designated leadership, who provides strategic direction and guidance.

Working Environment / Physical Demands

  • Combination of office and field/shop environments.

  • May involve exposure to equipment, vehicles, and operational hazards.

  • Requires standing, walking, and occasional lifting (up to 50 lbs).

  • Regular use of computers, communication devices, and vehicles.

Minimum Qualifications

Bachelor’s Degree in Business Administration, Public Administration, Finance, or related field and Five (5) years of professional administrative, operational, financial, or project management experience.

Additional experience may be considered in lieu of education (1:1 ratio)

LICENSES REQUIRED:

Valid Driver License

Preferred Experience, Knowledge, Skills, and Abilities

  • A Valid Class B or Higher Commercial Drivers License

  • Experience with Fleet Operations, Maintenance Scheduling, and Service Coordination
