Job Description

Mission Technologies, a division of HII, is seeking a Remote Autonomous Systems (RAS) Region Exercise Planner to support Task Force 66 (TF 66) Naval Support Activity in Naples, Italy. The Region Exercise Planner will lead the design and development of TF 66 exercise elements within service, joint, coalition, and Allied exercises, events, and activities. Examples include but are not limited to major joint exercises, Command Post Exercises (CPX), recurring bi-lateral and multi-lateral exercises, Large Scale Exercises (LSE), Fleet Battle Problems (FBP)s and other events. One will be responsible for collaborating with TF 66 to manage funding and logistics, provide monthly reporting, coordinate cross‑directorate support for system movements, assist with program and technical reviews, and provide regular status reporting on Field Demonstration progress, accomplishments, status, and issues.

Essential Job Responsibilities

  • Provide Exercise planning, execution and assessment subject matter expertise for TF 66.

  • Coordinate with appropriate stakeholders (e.g. C6F N7) to ensure TF 66 equities are represented in the development of the FY Exercise program.

  • Support JELC events and understand Exercise implications and background related to TF 66 technical analysis efforts. Coordinate and collaborate with Exercise participants, stakeholders, allies and partners.

  • Provide maritime warfighting subject matter expertise to support exercise planning, design, execution, data collection, and analysis.

  • Provide general staff support, as needed for all Exercise administrative requirements linked to the planning, execution, and analysis of Exercise events.

  • Design and develop exercise elements reflecting TF 66’s desired capability, suitability, and feasibility of RAS platforms, systems, and technology.

  • Provide doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy (DOTMLPF-P) recommendations in support of Exercise report.

  • Demonstrate experience in drafting Tactics, Techniques, and Procedures (TTPs), Tactical Memorandums (TACMEMOS) and doctrinal related documents and publications to be developed, refined, or examined through Exercise efforts.

  • Design and develop exercise objectives effects and measures which incorporate analysis into the planning, execution, assessment and reporting of all events, evaluations, and assessments to appropriate boards, bureaus, centers, cells, and working groups, related to the identification, development, and evaluation of RAS – related technologies.

  • Provide subject matter expertise to the design and development of Flag / SES – level products and related briefings; examples include but are not limited to Exercise Schedules, Experimentation Schedules, Plan of Actions and Milestones (POAM), event planning, progress reports, after action reports (AARs), and technology assessments.

  • Provide documents describing RAS technology requirements, platform behaviors, and desired attributes for operations in all domains in support of blue force objectives. Assist in designing concepts of employment, operational vignettes, and concepts of operation to ensure RAS compatibility and interoperability with appropriate NATO, and or/other systems and technologies in theater.

  • Review, revise, author, edit and/or otherwise deliver documents describing new and existing technology and systems offered through science and technology sources, industries, vendors, and/or communities; assist the government in developing priority capabilities milestones within iterative spirals and schedules.

  • Identify and quantify the deliverables associated with the project, and identify any associated risks and recommend appropriate mitigation needed for execution.

  • Collaborate with government lead from TF 66 to develop and track funding expenditures, and provide monthly status reports.

  • Recommend an optimized schedule for technology vendor logistics to support movement of systems and equipment to appropriate theater location for execution.

  • Perform Collaboration across TF 66 and Staff directorates to leverage military sea and air lift capabilities supporting event execution.

  • Support TF66 on program and technical reviews in support of TF 66 Field Demonstration, and provide meeting minutes.

  • Provide status reports to TF 66 of Field Demonstration progress, accomplishments, status, and issues.

Minimum Qualifications

  • 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.

  • Client Education Requirements: Bachelor's degree in a related field; or an Associate's degree in a related field and four years of recent specialized experience; A major certification and six years of recent specialized experience; or A high school diploma and eight years of recent specialized experience.

  • An active Secret security clearance is required.

  • Minimum three years’ experience on Combatant Command, Component Staff, or equivalent.

  • Demonstrable subject matter expertise in one or more of the following: technology analysis and procurement; budgeting and programmatics; planning and execution of uncrewed systems (UxS); technical expertise in UxS and/or payload design, configuration, and/or operation; data link systems; weapon systems sensors, afloat network and information exchange requirements, information systems, collection and/or surveillance platforms; or targeting systems.

  • Working level knowledge and skill of desktop computers, peripheral equipment and software. Must have experience working within an MS Windows environment and working with MS Word, Excel, Power Point, Outlook and use of the Internet.

  • Fluent in reading, writing and speaking English and must have professional communication and interpersonal skills and proficiency in writing and editing skills to include text organization, style editing, punctuation, grammar and spelling.

  • One must be able to work onsite at the U.S. Naval Support Activity, Naples, Italy. Work is performed indoors while living in a low to medium terrorist threat environment with some potential risks to safety and health hazards related to electronics.

  • One must be able to travel as required for the role. Expected travel is between 11-25%.

Preferred Requirements

  • Top Secret clearance is preferred.

  • Experience with senior staffs, NATO, and foreign languages are a plus.

  • Retired USN or USMC O-4 to O-6, or GS equivalent preferred.
