WM Plant Manager III, Material Recycling Facility in Napanee, Ontario

Job Summary

The Plant Manager III, Material Recovery Facility (MRF) ensures the highest standards of environmental safety and operational excellence by effectively managing the day-to-day operations of the assigned MRF and maintains cost management within the MRF.

The successful candidate is a visible, hands-on leader who thrives under pressure, makes sound real-time decisions, and drives a strong culture of accountability, employee engagement, and continuous improvement.

Location: 2332 Lennox and Addington County Rd 41, Roblin, ON K0K 2W0

Essential Duties and Responsibilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other minor duties may be assigned.

  • Ensures smooth operation of site, including: gatehouse, sorting, loading.

  • Ensures system is performing at highest level

  • Minimizes handling and operational costs.

  • Continually works to reduce turnaround time for trucks in and out of site.

  • Regularly proposes means of operational improvement.

  • Acts as a liaison, where necessary, for community relationships and customers.

  • Oversee and manage WM contractual obligations

  • Complies with and ensures adherence to WM’s Mission to Zero standards and regulations to encourage safe and efficient operations.

  • Submits reasonable budget information and analyzes data versus year-to-date data and prior year budget.

  • Assists in creating a positive team-oriented environment through employee development and motivation.

  • Ensures the cleanliness and maintenance of the physical property of the MRF through inspections and preventive maintenance programs with supervisors/employees.

  • Oversees personnel needs of the MRF including selecting, coaching, and training employees and evaluating employee performance. Provides input into termination, compensation, and promotion decisions.

  • Conducts and/or attends and contributes to periodic safety meetings.

  • Provides training and presentations as needed in a positive and professional manner.

  • Updates and submits required reports in a timely manner.

  • Identify and eliminate waste to improve flow, reduce downtime, and optimize labor and equipment utilization

  • Lead problem-solving initiatives using structured methodologies.

  • Drive a culture of continuous improvement with measurable results

  • Build, coach, and develop supervisors and frontline teams

  • Set clear expectations and hold teams accountable for performance and behavior

  • Foster a positive, engaged, and high-performing work environment

  • Motivate teams during high-pressure situations while maintaining focus and discipline

Supervisory Responsibilities

The highest level of supervisory skills required in this job is the management of supervisory employees. This includes:

  • Direct supervision of 4-5 full-time employees.

  • Indirect supervision of approx. 40-45 full-time employees.

Qualifications

The requirements listed below are representative of the qualifications necessary to perform the job.

A. Education and Experience

Education: Bachelor's Degree (accredited), or in lieu of degree, High School Diploma or GED (accredited) and 4 years of relevant work experience.

Experience: 7 years of relevant work experience (in addition to education requirement)

Preferred: Experience leading a team of 4-5 salaried employees including managers and supervisors (as well as above required experience and education)

Normal setting for this job is: Plant (Material Recovery Facility)

The expected base pay range for this on-site position is $125,000 -$140,000. This range represents a good faith estimate for this position. The specific salary offered to a successful candidate may be influenced by a variety of factors including the candidate’s relevant experience, education, training, certifications, qualifications, and work location. In addition, this position is eligible for bonus. This position is not for an existing vacancy
