Job Summary
Provides overall direction for planning, designing, implementing, administering and maintaining various health and welfare benefit plans and retirement programs in a multi-state, multi-location environment. Establishes, implements, and maintains compensation policies and programs. Ensures compliance in responsible areas with local, State and Federal regulations.
Essential Functions
Benefits responsibilities include but are not limited to:
Leads the development, implementation, communication of employee benefit programs. This includes but is not limited to health, dental, vision, voluntary benefits, short & long-term disability, parental leave, retirement benefits.
Ensures benefit package provided to employees provides great value to our employees at a competitive cost. Works with broker to review and analyze ways to maintain attractive plans while strategically finding ways to implement standard benefit plan offering for all our employee groups.
Manages external vendor relationships for benefits
Develops, manages, and oversees annual open enrollment process. Reviews and finalizes annual renewals. Calculates employee contributions. Meets with union leadership to explain changes along with methodology to determine employee contribution costs.
Leads process to maintain benefits administration software platform with accurate and compliant information.
Oversees timely administration of COBRA through external vendor
Oversees benefit billings to be submitted in timely and accurate manner
Responsible for all compliance filings with our medical and retirement plans (i.e. NDT, Form 5500’s, SPD’s, etc.)
Conducts audits to ensure benefit administration platform file feeds are working properly.
Acts as the subject matter expert in defined benefit and defined contribution retirement plans.
Assures plan compliance with federal and state laws (ACA, HIPAA, ADA, FMLA, ERISA, COBRA, etc.). Leads efforts for all ongoing activities related to the development, implementation, and maintenance of the organization’s privacy policies in accordance with applicable laws.
Responsible for QDRO and QMSCO process and responses.
Actively participates on the Retirement Committee
Compensation responsibilities including but is not limited to:
Takes a lead role in annual merit increase process by establishing and providing Sr leaders with merit budget and recommended salary increase guidelines. Reviews Sr Leader recommendations to ensure increases are justifiable, consistent and that no discrimination or other inequities exist, following up with leaders as appropriate. Conducts final review of merit recommendations with CEO, COO and VP of Human Resources. Provides Sr. Leaders with merit statements to provide to employees along with communication instructions.
Loads mass merit changes into Paychex.
Communicates with Payroll compensation changes per HR / payroll processes
Makes recommendations for promotion / equity adjustment increases
Process promotions to include wage rates, new manager and title information
Actively involved with processing company bonus plans including but not limited working with finance team to determine payout amounts, providing payroll with approved payout amounts, preparing bonus statements for Leaders to provide to employees along with communication instructions.
Researches industry trends and makes recommendations to ensure competitiveness in the market to retain employees
Establishes pay ranges for all salaried positions on annual basis utilizing company grading system and Mercer data.
Other responsibilities including but are not limited to:
Improves compensation and benefits job knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies/organizations.
Completes special compensation and benefits projects assigned by clarifying project objectives; setting timetables and schedules; conducting research; developing and organizing information; resolving concerns; analyzing time and cost issues; preparing reports
Participates in local wage, benefits, and policy surveys
Other duties as assigned
Level / pay for this position will be commensurate with education & experience.
Position Requirements
Education / Experience
Associate's Degree Human Resources, Business Administration or related field Required / 10 years or more Human Resources experience or equivalent Required
Bachelors's Degree Human Resources, Business Administration or related field Preferred / 6 years or more Human Resources experience or equivalent Required
SHRM SCP or CP or SPHR / PHR Certification Preferred
Skills
Advanced in Microsoft Office, Outlook, Word, Excel, HRIS and HR Management Systems
Advanced knowledge of compensation and benefits laws, regulations and best practices
Ability to handle sensitive information with confidentiality and professionalism
Excellent communication and problem-solving skills
