Description
The Test Center Proctor supports the secure, standardized, and equitable administration of assessments delivered through the Rowan College at Burlington County Test Center. This position ensures full compliance with NCTA Professional Standards & Guidelines, institutional policies, and the requirements of external testing partners. Responsibilities include exam administration, candidate monitoring, documentation, and operational support at the RCBC Test Center.
Specific Duties and Responsibilities
Test Security & Exam Integrity
Enforces all security protocols, including identity verification, prohibited item checks, and secure handling of exam materials.
Monitors candidates continuously using approved methods to ensure compliance with exam rules.
Documents irregularities, incidents, and security concerns according to NCTA and vendor guidelines.
Maintains strict chain of custody procedures for paper and digital exams.
Standardized Administration Procedures
Administers exams according to written instructions, vendor requirements, and NCTA standards for consistency and fairness.
Manages multiple concurrent tasks—such as check ins, monitoring, documentation, and communication—while maintaining accuracy and adherence to standardized procedures.
Ensures accurate timing, seating, and environmental controls (noise, lighting, workstation readiness).
Follows established opening, closing, and daily operational procedures.
Candidate Experience & Accessibility
Provides clear, professional communication to candidates before, during, and after testing.
Supports equitable access by following ADA accommodation procedures as approved by RCBC or external testing partners.
Maintains a calm, respectful, and supportive testing environment.
Technology & Systems Readiness
Prepares testing workstations, software, and equipment prior to each session.
Troubleshoots basic technical issues and escalates problems appropriately.
Uses testing platforms, LMS systems, scheduling tools, and reporting systems accurately and efficiently.
Confidentiality & Data Stewardship
Protects all candidate information in accordance with FERPA, NCTA standards, and vendor confidentiality agreements.
Maintains accurate logs, reports, and documentation of daily testing activity.
Ensures secure storage and disposal of sensitive materials.
Operational Support & Coverage
Assists with staffing coverage, including evenings and weekends.
Supports workflow improvements, operational consistency, and service quality initiatives.
Collaborates with faculty, staff, and external partners to support testing needs.
Professional Conduct
Demonstrates ethical behavior, impartiality, and professionalism in all interactions.
Participates in training, professional development, and compliance updates related to NCTA standards and vendor requirements.

Minimum Qualifications
Education Required:
High school diploma or equivalent required.
Associate degree preferred.
Experience Required:
No prior testing experience required; comprehensive training will be provided.
Experience in testing, customer service, education, or administrative support (preferred).
Experience in a proctoring or assessment environment is a plus.

Additional Requirements:
Applicants may not be currently enrolled as students at Rowan College at Burlington County.
Must successfully complete all required certifications, trainings, and credentialing processes mandated by RCBC’s external testing partners in order to administer their exams.
Must be able to maintain strict confidentiality and uphold all testing security standards.
Must pass required background checks and comply with vendor specific eligibility requirements.
Must be able to work any shift, including evenings and weekends.
Must demonstrate reliability, punctuality, and professionalism in a high stakes environment.

Additional Information
INSTITUTIONAL EFFECTIVENESS:
Collaborates with department members and/or the Compliance, Assessment and Research team to support planning, assessment, data collection and reporting for continuous improvement of the college.
