This position is a full-time position and will work under the direct supervision of the City Manager.
Statutory employee, bonded, and responsible for receipt of all city revenues.

Responsible for investment of city funds. Balance investment statement accounts.
Deposit monies received by the City within the legal guidelines.
Supervision of Cash Receipting Employees.
Minimum Requirements
* *
Bachelor's degree in public administration, business administration, accounting, and/or related field required; two (2) years of experience in accounting and investing; or any equivalent of education and experience.

Banking Duties
* *
Manages the banking, credit card, and other payment-related contracts and services. Maintains positive working relationships with companies and works to ensure fees are appropriate and investment opportunities available.
Promote and implement technology-related solutions for all banking services including, but not limited to, bill presentation, cash receipting and payments from the city to vendors.

Cash Management Duties
* *
Performs and oversees the receipt of all public funds and monies payable to the city and deposits all funds into the appropriate bank accounts.
Evaluates, a daily basis, the city's cash position to assure sufficient funds to meet the city's payable and payroll requirements.
Over sees the balancing and correction of errors on all deposits and credit card settlements within the city.
Coordinates all collection services for the city. Works with the appropriate departments and personnel for remedies.

Payroll
Direct Deposits Biweekly.
Issues reimbursements for travel etc., as needed for payroll. Prepare semi-monthly, monthly, quarterly and annual reports as required.
Prepares W-2's as required annually.
Cemetery
Keeps records of the cemetery. Types up deeds & perpetual care certificates, prepare reports coordinates burials with cemetery sexton or assistants.
Keeps updated maps of the cemeteries.
Inputs information into the computer cemetery program and all other records deed books, perpetual care books and death records.
Cross trains office employees in cemetery matters as needed.
Works with morticians and monument companies.
Tasks require a variety of physical activities with cemetery books of history, involving muscular strain, reaching, lifting, and stooping etc.

Human Resource Officer
Orientation of new employees which includes reviewing personnel policy, insurance program, retirement program and all new hire forms and other items as needed. Files regarding those programs.
Files necessary paperwork for employees who retire, resign or are terminated. This includes final payroll check, retirement, insurance, short term disability & long-term disability, and other items as needed.
Works with the City Manager on HR issues.
Assisting existing employees with chan ges to benefits, payroll, and other employment related items as needed.
Prepares Personnel Manual for reprint with new policies.
Maintains job descriptions for all employees, advertises positions that are open to employment. Prepare paperwork for job interviews and is involved with interviews.

General Duties
Attend meetings of the Utah Municipal Treasurer's Association & APT & Canada, and other meetings that are pertinent to maintain expertise necessary to certify & perform in the Treasurer's position.
Assists in general accounting duties including preparation for year-end audit with CPA, City Recorder and Auditor.
Reviews Accounts Payable warrants from Accounts Payable for payment and number of monies needed for payment. Countersigns account payable c ecks, and audits for proper payment, transfers monies as needed to cover expenses from the State of Utah PTIF to city checking account.
Daily Reconciles checking account.
Must be bondable in the amount set by the Utah State Money Management Council for Public Treasurer. Prepare and issue semi - annual reports of finance data to Utah Money Management Council.
Correlate with insurance carrier(s) in handling claims of personnel, accident or liability. Correlate with Health insurance career. Assure proper insurance coverage of all city interests.
Maintain insurance coverage and licensing of Fleet Account & Fleet Committee.
Assist front counter employees in receptionist activities to all citizens entering the City Office for service, and to all incoming telephone calls. Respond to requirements of all individual needs or direct to person responsible.
Assists accounts payable clerk with invoices and payment of accounts payable. Is responsible for accounts payable when payable clerk is absent from work.
Other duties as required.
