Qualifications ASSESSMENT FACTORS 1. Responds to customers’ facility requests based on mission priorities and exercises the ability to re-consider and recommend the most appropriate procedure or precedent to follow. 2. Supports senior facility managers/personnel regarding Agency facility program issues by maintaining data to monitor progress against established timelines and objectives. 3. Exhibits functional knowledge of the technical concepts, procedures, and expertise related to area of responsibility and communicates their significance to a broader base of clients with limited guidance. 4. Exhibits foundational knowledge of DIA facilities, programs and policies when successfully applying facilities competencies to a broader audience of stakeholders with minimal guidance. 5. Demonstrates strong oral and written communication skills to compose and to deliver responses to moderately complex questions in a clear, concise, and organized manner. HIGHLY DESIRED SKILLS 1. Project Management Professional or equivalent certification and experience initiating, resourcing and managing projects. 2. Demonstrates experience supporting Logistics Project Management, Intelligence IT/IT Operations, network design, implementation and maintenance, SCIF construction and accreditation, critical infrastructure protection, mission-critical facility operations, energy/utilities management, or emergency operations center facilities. 3. Demonstrates experience at Combatant Command or Sub-unified Command, Department of Defense Components, Joint Staff, Military Services, Defense Agencies, or other large government organizations with complex facility operations. Education Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. or Experience Specialized Experience (for positions above GG-5): Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildinGG to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Education Additional Information DIA positions are Defense Civilian Intelligence Personnel System (DCIPS) positions in the Excepted Service under 10 U.S.C. 1601. Applicants must meet the agency’s conditions of employment, to include, but not limited to, satisfactory completion of an initial special background investigation and periodic reinvestigation, completion of any required medical examination and physical requirements, completion of any required personal interviews, favorable completion of any required initial or aperiodic polygraph examinations, completion of any required drug test, satisfactory completion of a two-year Defense Civilian Intelligence Personnel System trial period, and completion of a civilian mobility agreement.
