Ames Research Center Emergency Management Specialist (Direct Hire) in Moffett Field, California

Summary You will serve as the NASA Ames Research Center (ARC) Emergency Manager leading all Center emergency preparedness planning, training, and exercising for all hazards for all Ames personnel, including tenants and resident agencies. You will develop and maintain a Comprehensive Emergency Management Plan (CEMP) and Continuity of Operations Plan (COOP) and be responsible for the daily operation, readiness, and maintenance of the ARC Emergency Operations Center (EOC) facility and appointed personnel. Responsibilities Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Develops and implements a comprehensive disaster/emergency response and recovery program for the NASA Ames/Moffett Field complex including all tenants and resident agencies, developing and maintaining a Comprehensive Emergency Management Plan (CEMP). Develops, coordinates, reviews and maintains a Continuity of Operations Plan (COOP) to ensure compliance with Federal requirements and continued operation of critical functions during emergencies and disasters. Establishes and maintains a robust liaison program with Agency and other Center emergency managers, private industry tenants, federal, state and local governmental agencies. Ensures that the Ames Research Center's emergency management program policies, plans, trainings, exercises, and events are fully integrated, synchronized and consistent with NASA standards, requirements and policies. Plans, develops, coordinates and implements drills and exercises for Ames emergency responders and the NASA Ames/Moffett Field complex community to ensure compliance with Homeland Security Exercise and Evaluation Program (HSEEP) guidelines. Manages and maintains appropriate databases to ensure the constant availability and readiness of the agency Emergency Notification System (ENS), ensuring an appropriate number of personnel are trained to operate the ENS for testing and emergencies. Assumes responsibility for daily operation of the Ames Emergency Operations Center (EOC) to include appointment, training, and certification of EOC staff, serving as the Operation Coordinator in the EOC during activation. Requirements Conditions of Employment Qualifications Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Implementing a comprehensive disaster/emergency management program utilizing mitigation, preparedness, response, and recovery; Coordinating functions designed to improve emergency management capabilities; and Implementing segments of disaster/emergency management program goals and objectives. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Overseeing a comprehensive disaster/emergency management program utilizing mitigation, preparedness, response, and recovery; Planning and coordinating functions designed to improve emergency management capabilities; and Implementing disaster/emergency management program goals and objectives.
