Summary of Duties and Responsibilities
* *The Deputy Executive Director assists the Executive Director in the overall leadership, management, and strategic direction of the Housing Authority. This role provides high-level operational oversight, ensures regulatory compliance, and supports the effective delivery of housing programs and services. The Deputy Executive Director acts on behalf of the Executive Director when assigned and serves as a key liaison between senior leadership, staff, the Board of Commissioners, and stakeholders.
Essential Responsibilities
- Support the Executive Director in implementing the Housing Authority's mission, strategic plan, and policy objectives.
- Provide day-to-day executive oversight of all programs (e.g., Housing Choice Voucher, Mutual Self Help, Virginian Apartments, Confluence Cottages, CROWN and other asset management).
- Assist the Executive Director in the development, administration, and monitoring of the agency's programing.
- Participate in personnel management, leadership development, and executive administration of HASU staff on a day-to-day basis. Report and facilitate adjustments with guidance from the Executive Director.
- Support the Executive Director in financial reporting and strategy, operating budgets, project finance, and organizational record keeping.
- Lead special projects, resident/client relations, organizational initiatives, and other efforts as assigned.
- Participate in community housing groups and initiatives as assigned.
- Serve as Acting Executive Director in the absence of the Executive Director, as designated by the Board of Directors.
Essential Duties
- Assist the Executive Director in preparing and attending monthly HASU Board meetings.
- Translate the Board-approved strategic plan into operational goals and departmental work plans.
- Provide regular strategic progress reports to the Executive Director.
- Ensure compliance with all federal, state, and local laws and regulations.
- Directly supervise and oversee daily operations of HASU programing and asset management. Report these findings to the Executive Director.
- Monitor occupancy rates, lease ups, unit turnaround times, and waiting list management for HASU owned properties.
- With the help of the Executive Director and other applicable job positions, monitor and ensure success with HASU owned, but third-party managed, properties.
- Provide executive oversight of Construction Supervisors and Program Manager in support of successful administration of the Mutual Self Help program. Assist Executive Director and Development Director (if applicable) in future land use planning and development.
- Provide day-to-day support to staff in current HASU programming. Attend staff meetings, provide feedback and problem solving to issues as they arise.
- &n bsp; At the direction of the Executive Director and Board of Directors help implement new programs and development initiatives.
- Maintain constant communication with Executive Director and provide appropriate reporting to ensure programmatic success.
- Liaison between staff and Executive Director regarding personnel issues and create and implement problem solving strategies.
- Monitor staff time, workload and capacity, and productivity of department heads and report findings to the Executive Director.
- Assess staffing needs, assist in recruitment, hiring, and terminations as directed by the Executive Director.
- In conjunction with the Executive Director provide employee evaluations at least annually.
- Input monthly bills from vendors, rent payments, other income and expenses, and work in conjunction with the Executive Director to maintain program budgets. Assist with passing duties off to relevant staff when directed.
- Assist and provide feedback to the Executive Director in developing and implementing HASU budgets, audit functions, and other financial assistance.
- Work and lead relevant staff on special projects (e.g. audits, compliance reviews, initiatives, etc.).
- Lead and participate in community housing groups such as the Housing Task Force, Homeless Coalition, and other local, state, and federal groups as assigned.
- Promote a culture of accountability, professionalism, collaboration, and integrity with staff.
- Provide mentoring, coaching and leadership development to relevant staff.
- Prepare to assume the role of Acting Executive Director as needed and at the designation of the Board of Directors.
Qualifications
Education & Experience
- Bachelor's degree in public administration, business administration, human resource management, finance or related field preferred.
- Minimum five years of responsible leadership experience in property management, housing program management, and/or nonprofit management or related field.
- Demonstrated experience in property management, regulatory compliance, and construction related supervision.
Skills and Abilities
- Strong knowledge of HUD/USDA regulations, property management, and other affordable housing programs.
- Proven leadership, strategic planning, and organizational management skills.
- Exceptional communication, interpersonal, and presentation skills.
- Strong financial acumen with experience developing and implementing budgets and reviewing audit/financial statements.
- Ability to build collaborative relationships with board, staff, residents, and partners.
- Ability to attend evening meetings and community events as required.
* * Factors:
1. Supervisor Exercised: Primary oversight of management level positions. This position is overseen by the Executive Director.
2. Responsible for Contacts: Involves contacts with HASU Staff, third party vendors, partners/lenders/investors, local municipalities, contractors, etc.
3. Physical Effort: Work requires low to moderate heavy lifting at times
4. Working Conditions: Work is performed at HASU office, various property offices, and within Grand and San Juan Counties as needed. Site visits to various properties and construction sites required.
5. Mental Application: Requires heavy concentration to complete above duties.
Workweek: Regular office hours of HASU Mon-Thur 7-5. Exempt employees may need to adjust schedule as necessary.
