Animal and Plant Health Inspection Service Senior Human Resources Specialist (Recruitment and Placement) in Minneapolis, Minnesota
Summary Senior Specialists provide technical advice and guidance to staff members, management, supervisors, and employees on a range of human resources topics. Topics may include delegated examining, merit promotion, reduction-in-force, recruitment, directed reassignment, foreign service, SF-52 personnel action approval, pay setting and incentives. Responsibilities The duties may include, but are not limited to: Provides advice on recruitment and hiring methods: delegated examining, merit promotion, excepted service, and hiring flexibilities Provides advisory service to management and supervisors on sensitive, complex, or controversial staffing issues. Counsels management, employees, and applicants on employment opportunities, application procedures, special employment/placement programs. Works with management on goals and objectives, analytical methods of review, and recommends project schedules and timetables. Identifies the need for policy and procedural changes and makes appropriate recommendations for development and implementation. Leads the development, implementation and maintenance of standard operating procedures and accompanying internal guidance designed to promote uniform application of policies and procedures. Monitors and tracks projects to ensure satisfactory progress and offer technical advice as appropriate. Prepares recurring reports and coordinates OPM and other audits of staffing functions. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. SELECTIVE PLACEMENT FACTOR The following Selective Placement Factor (SPF) requirement is being used to determine whether an applicant fully qualifies for this position: The incumbent is required to obtain and maintain OPM Delegated Examining (DE) certification; individuals must hold or have previously held DE certification. Evidence of this experience must be documented in your resume. Applicants who fail to meet this requirement and/or address the SPF may lose further consideration. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Providing the full range of human resources operational support. Consults, and can provide an overview of various appointment types. Articulates the benefits and implications of the various options. Advising hiring managers and program/agency leadership on competitive and merit staffing procedures including recruitment options, job announcements, and certifying applicants. Conducts eligibility and qualifications for various appointment types (ex. Pathways Student Interns, Presidential Management Fellows, Veterans Recruitment Authority, Peace Corps.) Manages the end-to-end recruitment process and initiatives such as mass recruitment and student initiatives. Trains and provides quality assurance review for lower graded employees, including delegated examining and merit promotion (ex. Posting Job Opportunities, Qualifications, Eligibility). Ensuring that personnel actions are submitted accurately and on time. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement.
