Animal and Plant Health Inspection Service Financial Manager (Branch Chief) in Minneapolis, Minnesota

Summary Position serves as the Branch Chief and is responsible for the planning, organizing and directing a comprehensive financial operations program on a national and international scale. Responsibilities The duties may include, but are not limited to: Plans, directs and pursues a quality program of financial management and accounts payable assistance to managers and operational staff. Comprehensive knowledge of the laws, rules, regulations, and procedures of accounts payable and related financial management functions. Provides advice and counsel to employees on administrative and work matters. Analyze problem situations, take appropriate actions or make recommendations in the interest of efficiency and economy to accomplish the program goals. Provides staff budget advice to the MRPBS units located in Minneapolis. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Reviews and analyzes internal reports, audits and other investigative reports affecting the agency's accounts payable operations. Formulating and recommending policies and procedures relating to accounting and financial management systems, financial reporting, and financial operations. Planning, supervising, and reviewing work that is completed by subordinate staff. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no education requirement.
