Job Description

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities

The Project Manager I will perform as a Subcontractor Technical Representative (STR). STRs support project teams and procurement in all aspects of monitoring subcontractor performance and contractual oversight of construction projects over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing). This project manager will represent Construction during the formation and solicitation, technical evaluation, and award phases of assigned subcontracts and acts as the primary focal point for field execution issues and day-to-day technical matters on construction subcontracts.

Key Responsibilities:

  • Monitor and inspect the subcontractor’s quality of work:

  • Under direct supervision of project manager in support of one or more STR projects.

  • Perform work of limited scope and basic complexity, generally in support of more senior professionals in one or more small projects (<$5M TPC).

  • May participate in all aspects of the project(s) over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing).

  • Coordinate work efforts through interaction with peers, project leaders, and supervisor.

  • Provide technical and administrative assistance to assigned project managers.

  • May assist in the preparation of project plans, timelines, performance measures and budgets.

  • Use MSTS project management processes, techniques, and tools.

  • Establish and maintain a STR file to maintain relevant records and documents.

  • Regularly monitor Subcontractor performance and progress, communicating with Subcontractor project management personnel and providing feedback regarding performance and progress.

  • Ensure that work is performed in accordance with subcontract requirements.

Qualifications

  • Bachelor’s degree in a business related field or equivalent training and experience.

  • Previous project management experience and responsibilities may be helpful.

  • Critical Thinking & Problem Solving: Evaluates alternatives and identifies solutions using systematic, multi-step approaches.

  • Collaboration: Facilitates discussion and resolves conflicts within the Integrated Project Team (IPT) and with stakeholders. Established trust among IPT members. Builds and uses cross-functional relationships to accomplish tasks. Establishes and manages small IPTs (<10 people). Maintains and effectively leads the IPT. Achieves customer satisfaction. Seeks advice from more senior project managers.

  • Decision-Making: Demonstrates effective decision-making skills, including knowledge of how and when to escalate issues to higher levels.

  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).

  • Work schedule will be Monday – Thursday, 4/10’s (subject to change).

  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

  • Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE L-level security clearance, which requires U.S. citizenship, at least 18 years of age. Department of Energy L Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $58,115.20 - $87,172.80.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
