Job Description

Responsiblities

The Integrated Work Control Division is seeking to hire a Manager I to lead the Maintenance & R&D Work Planning group at the NNSS. This position will take the lead in standardizing, streamlining, and improving implementation of the Integrated Work Control Process (IWCP) within maintenance & R&D.

Key Responsibilities

  • Reporting to the Integrated Work Control Manager, the Maintenance & R&D Planning Manager shall lead and manage strategic and detailed maintenance planning for nuclear and non-nuclear facilities, including Mercury, North Las Vegas, RSL Nellis, and Forward Area nuclear and high-hazard facilities.

  • Provide strategic leadership, aligning teams with Division-level goals and focus areas, and translating high-level objectives into actionable goals.

  • Monitor established KPIs and performance metrics, analyze trends and variances, and implement timely corrective actions to address gaps and performance issues.

  • Provide regular performance reporting and updates to IWC Division Management.

  • Responsible for the overall implementation of the IWCP within maintenance and R&D.

  • Provide fiscal oversight of the departmental budget, proactively monitoring planned versus actuals, analyzing variances, and implementing corrective measures.

  • Conduct regular team meetings to review metrics, foster collaboration, and address challenges.

  • Serve as the subject matter expert for IWCP, acting as a resource for senior stakeholders, and possessing comprehensive knowledge of divisional and departmental processes, operations, and assigned projects.

  • Ensure customers and stakeholders receive exceptional support by cultivating strong relationships and representing the division in a positive and supportive manner.

  • Responsible for ensuring planning support to the “T-Week” scheduling process, managing and monitoring work planning deliverables to ensure alignment with “T-Week” schedule need dates, proactively identifying risks to readiness, and providing timely status updates to stakeholders.

  • Responsible for tracking, statusing, communicating, and managing priorities effectively.

  • Improve work planning effectiveness and the quality of activity-level work documents for the maintenance and R&D department.

  • Ensure proper flow-down of integrated work control process requirements to stakeholders.

  • Provide oversight and direction to maintenance planning supervisors and planners.

  • Provide management intervention and engagement to planning supervisors for issues or roadblocks impacting the effectiveness of the organization.

  • Maintain a staff of maintenance planners by recruiting, selecting, orienting, and training employees.

  • Ensure team members obtain, maintain, and remain current in all assigned qualifications and training.

  • Actively cultivate a culture where team members feel empowered to ask questions, raise issues, propose solutions, and engage in constructive dialogue.

  • Accomplish staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; and developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.

  • Participate in Integrated Work Control process improvement initiatives to ensure the effectiveness of efforts and voice the needs of the maintenance & R&D organization.

  • Travel as needed to satellite locations for stakeholder engagement and IWCP oversight

Qualifications

  • Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.

  • Experience in maintenance planning and work control in a Department of Energy or Commercial Nuclear facility.

  • Knowledge and experience with preventative and corrective maintenance programs.

  • Knowledge of Work Management Center T Week schedule process is highly desired.

  • Working experience with IBM Maximo.

  • Experience with Maintenance and R&D is highly desired.

  • Possess planning and organizing skills and initiative.

  • Possess effective oral and written communication skills as well as interpersonal communications skills to deal with contacts in an effective, positive, and professional manner.

  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).

  • Position requires travel to forward areas located in the NNSS.

  • Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).

  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

  • Must possess a valid driver's license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. Department of Energy Q Clearance Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Annual salary range for this position is: $126.984.00 - $203,174.40.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
