Job Description

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities

The Heavy Fleet & Equipment Backshift Supervisor II will supervise craft employees that are assigned to Heavy Vehicles & Equipment, which consists of approximately 6 direct reports. They will also direct bargaining employees in daily activities of heavy vehicles, heavy equipment and underground mining maintenance operations and maintenance.

Key Responsibilities

  • Facilitate the activities of assigned maintenance duties with attention to continuous improvement of safety, quality, security, delivery, cost, and customer satisfaction.

  • Responsible for staffing competent, qualified personnel to meet the needs of the NNSS ongoing and short-term projects.

  • Directly supervises individual contributors, including approving time, conducting performance evaluations, and participating in the recruiting, selecting, orienting, and training of staff.

  • Develop performance reviews, approval of timecards, assign work assignments, assuring adherence to company policy and procedures, and ensuring team focus on functional goals.

  • Examine cost-effectiveness, equipment repairs, worker performance, and adherence to regulations.

  • Understand and capable of directing and if needed perform troubleshooting on, light vehicles, heavy vehicles, armored vehicles, heavy lift cranes, underground equipment, drilling rigs, heavy construction equipment, etc.

  • Responsible for providing key input on decisions of customer's needs.

  • Oversee the loading and unloading of heavy equipment.

  • Supervise employees who transport heavy equipment and cargo to and from specified locations.

  • Supervise required parts and procurement needed for repairs and warranty/recalls, as well as confirm repair schedules with vendors.

  • Establish daily schedules and completion of assigned work.

  • Manage areas for daily improvement.

  • Coordinate manpower for assigned areas.

  • Collaborate with administrators on the supervision of all work operations.

  • Interact daily with team members and promote empowerment and an environment where employees feel safe to raise issues.

  • Conduct periodic management assessments and identify compliance issues, concerns and deficiencies with recommended corrective actions and plans.

  • Monitor issues and coordinate work package assignments and corrective actions.

  • Monitor employee and department performance against metrics and goals established by management.

  • Follow restricted and non-restricted area's daily requirements to perform standard work.

  • Enforce safety, CFR, and company regulations and take action to remove potential safety hazards.

  • Determine daily production requirements and assign workers to meet outputs.

  • Oversee and assure staff training requirements and development with CFRs, and industry-related best practices.

  • Communicate with other supervisors to coordinate operations and activities within and between projects.

  • Plan and establish work schedules.

  • Ensure materials, products, and equipment meet quality standards.

  • Train and coach employees in work and safety procedures.

  • Crosstrain employees in designated areas.

  • Observe work operations to ensure that employees conform to production and processing standards.

  • Complete timely required evaluations of job performance.

  • Resolve personnel problems and administer corrective actions.

  • Write routine reports and correspondence.

  • Perform related work as assigned by supervisor/manager.

Qualifications

  • Bachelors' degree or equivalent training and experience, plus a minimum of 8 years of related and progressively responsible experience.

  • Bachelor’s degree in business, Engineering, Finance, Accounting, or related field is preferred.

  • Must have the ability to read and interpret documents such as safety rules, CFRs, procedure manuals, and operating and maintenance instructions.

  • Have a diverse background in troubleshooting, repair, and maintenance of light vehicles, heavy vehicles, armored vehicles, heavy lift cranes, underground equipment, drilling rigs, and heavy construction equipment.

  • Ability to influence in a matrix environment.

  • Be able to work effectively in a team environment.

  • Be able to adapt well to a changing environment.

  • Proficiency in MS Office (Excel, PowerPoint, and Word). Data Mining, Analysis, and Modeling techniques.

  • Equally competent in usage, application, and integration of both cost and schedule tools.

  • Effective verbal and written communication skills to create a sense of buy-in among team members.

  • Ability to work multi-tasks, tenacious, and possess excellent problem-solving skills.

  • Ability to plan and coordinate deliverables to meet deadlines and solve complex issues.

  • Have a working knowledge of bargaining employees’ agreement (contract) with the local unions.

  • Speak effectively before groups of customers or employees and write routine reports and correspondence.

  • Ability to develop high-level reports, metrics, and performance documents.

  • Demonstrated skill to establish and maintain strong and effective customer relationships anticipate change and adjust promptly and effectively.

  • Implement and maintain current written policies, procedures, and standards of conduct for the Fleet, Fuel, and Equipment.

  • Ability to use relevant information and individual judgment to determine whether events or processes comply with policies, procedures, government laws, rules and regulations, or standards.

  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).

  • Work schedule will be 4/10s 3:00 PM to 1:00 AM Monday through Thursday (subject to change).

  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

  • Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. Department of Energy Q Clearance (position will be cleared to this level). Annual salary range for this position is: $103,480.00 - $165,568.00.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
