The Research Foundation for Mental Hygiene, Inc. is currently seeking a qualified candidate to work as Director of Research Compliance in the Corporate Office in Menands, NY. Under the general direction of the Managing Director, the Director of Research Compliance manages and coordinates the implementation of Research Compliance programs across the RFMH and its research institutes. The Director serves as the research compliance liaison for research across all programs, in coordination with the local compliance officers. The Director implements RFMH's annual compliance work plans, systems, processes and policies as they relate to research which are designed to ensure compliance with research program requirements. Works with leadership, compliance committee members and department heads to establish a culture of compliance.
Duties and Responsibilities:
Advises and educates leadership and staff on research compliance matters and stays current on new developments in federal, state and local research regulations, laws and guidance documents.
Advises leadership on issues concerning compliance, including developing and implementing controls designed to ensure compliance.
Works collaboratively with leadership in the development or restructuring of a compliance program and its implementation.
Assists research leaders and managers in the development, review, approval and education of research policies and standard operating procedures and ensure they remain contemporary with federal, state and local regulations.
Collaborates to oversee the coordination of internal and external governmental compliance/privacy investigations or reviews to ensure investigations/reviews are conducted appropriately and/or that responses to external entities are appropriate and consistent with standards and expectations.
Collects and provides data for compliance data requests, dashboards and scorecards.
Ensures distribution, implementation and education regarding compliance policies and procedures.
Chairs the compliance advisory group and reports to leadership on compliance matters.
Identifies potential areas of research compliance risk and sets priorities for internal reviews and monitoring. Review and approve corrective actions as needed.
Drafts and participates in the development and implementation of the annual research compliance work plan, enterprise risk management program and aligns research risk assessment with these plans.
Responds to and works with the appropriate institute staff on reports of potential research misconduct, conflict of interest and other compliance issues.
Works with leadership to ensure proper communication and consistency is being maintained across RFMH with respect to research policies, procedures and standards.
Travel to the New York City region is occasionally required (less than 5% of the time).
Minimum Qualifications:
Bachelor's degree and seven years of direct relevant experience in the field of research compliance in an academic or research environment, including strong knowledge of regulations governing research including but not limited to: OLAW, NIH Grants Policy, Export Controls, Uniform Guidance, Research Misconduct, Conflict of Interest, OHRP and FDA regulations.
Master's degree may substitute for 2 years of experience.
Preferred Qualifications:
Master's Degree
Professional certification such as Certified IRB Professional (CIP), Certified Research Associate (CRA), Certified Clinical Research Associate (CCRA), or equivalent training or experience (such as an attorney or auditor with demonstrable experience in a research setting.
Additional Skills and Experience
Demonstrated experience in guiding organizational compliance strategy including implementing new initiatives and protocols.
Effective interpersonal skills and ability to build strong organizational relationships.
Excellent analytical and problem-solving skills.
Ability to work independently in a high volume, fast paced, deadline driven work environment.
Capacity to exercise discretion to resolve ambiguity and promote effective solutions.
Proficiency in working with Microsoft Office products and other related applications. Proven ability to manage multiple projects and deadlines.
