Tuscarora Intermediate Unit 11 Fiscal Analyst for Family Support Programs in Mcveytown, Pennsylvania

The Fiscal Analyst is directly responsible to the Family Support Manager, Bureau of Early Intervention Services and Family Supports for work scope and EITA Director for Tuscarora Intermediate Unit business practices.

This is a 40-hour a week position with additional hours as needed to complete the necessary assignments. This position is a Hybrid Telework Agreement with assigned office days at the Harrisburg location and home telework arrangement. A minimum of two days in the Harrisburg office is required unless a holiday or paid time off. Although infrequent, other in-state and out-of-state travel may be required.  

Role Relationships The Fiscal Analyst is directly responsible to the Family Support (FS) Program Manager at the Bureau of Early Intervention Services and Family Supports (BEISFS) for work scope. This position must work closely with the data staff at BEISFS on a regular basis either remotely or in person.  

The role relationship with the EITA Director is solely for Tuscarora Intermediate Unit business practices. Fundamental Duties/Essential Functions 1. Provide fiscal support to the Office of Child Development Early Learning (OCDEL), BEISFS in the development, maintenance and monitoring of grantee fiscal policies, reporting, and practices. 2. Utilize the FS Data System and fiscal monitoring tools as instructed for data and monitoring review and reporting. 3. Assist in the required federal grant writing and reporting for OCDEL. 4. Conduct fiscal monitoring and/or technical assistance meetings remotely or on-site, as determined necessary by BEISFS, to collect and review program's fiscal policies and practices while also providing feedback and addressing fiscal questions or concerns. 5. Monitor quarterly and final expenditures for accuracy and budget completion in all spending categories. 6. Review current budgets and revisions as they are entered into the FS data system, request additional details from programs if needed, and timely complete either a first level approval or rejection. 7. Provide support to BEISFS with all fiscal components of the FS work. This includes federal grant applications and reports, annual work statements, annual award allocations, and general ledgers to ensure they align with the federal and state grant requirements and OCDEL priorities. 8. Assure that applicable programs submit an annual audit that meets state audit requirements outlined in the fiscal part of the grant agreement. Report findings to the FS Program Manager. 9. Regularly provide updates and address concerns regarding any fiscal matters to the Family Support Program Manager at the BEISFS. 10. Provide support to BEISFS with updates to the Family Support Program website.

  1. Participate in meetings as requested to address fiscal matters on behalf of or in conjunction with BEISFS; this shall include bringing fiscal data to internal meetings.
  2. Work with BEISFS staff, grantees and Family Support Consultants to identify fiscal data integrity issues and work to resolve the issues according to user guides and program office policies.
  3. Assist BEISFS with streamlining fiscal monitoring processes.
  4. Lead the process to update user fiscal guides and other instructions.
  5. Attend weekly FS data system meetings to report system errors and recommend fiscal data system changes to the FS Program Manager when needed.
  6. In collaboration with data staff at BEISFS Home Visiting, collect and analyze monthly data reports.
  7. Perform other job-related du ies as assigned.

Proficient in Microsoft Office (Word, Excel, Access, and PowerPoint). 4. Strong verbal, written, analytical, and interpersonal skills. 5. Ability to work independently organizing and prioritizing work to meet deadlines. 6. Ability to communicate and work as a member of a team with a variety of people with different skill levels both internally and in the field. 7. Willingness to travel to attend meetings or conferences at various hours including evening and weekends as required. Travel will include participation in meetings or conferences statewide and may include out-of-state travel for annual grantee meetings to meet federal funding requirements. 8. Ability to independently use technology for effective virtual communication.

Qualification Standards:

  1. Minimum of bachelor's degree, preferred in finance or business.
