The incumbent will be responsible for provide strategic leadership for the organization's IT and cybersecurity programs, ensuring alignment with mission objectives, long-term (3-5 years) strategic plans, and emerging threats. Responsibilities This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path. As a Supervisory IT Cybersecurity Specialist (PLCYPLN/ENTARCH) at the NH-2210-4 some of your typical work assignments may include: Provide strategic oversight for the organization's portfolio of IT and cybersecurity programs, ensuring alignment with mission objectives, long-term (3-5 years) strategic plans, and emerging threats. Develop the strategic roadmap, setting team priorities, and driving high performance to ensure technology aligns with and accelerates agency goals. Brief senior leadership and external partners on complex technical and strategic topics to influence outcomes, secure funding, and negotiate agreements. Oversee IT and cybersecurity financial planning, budgeting, staffing, and contracting to support mission requirements, ensuring the effective allocation of resources and personnel. Requirements Conditions of Employment Qualifications You may qualify at the NH-04, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-03 or GS-13 grade level in the Federal service as listed below: Leading IT and cybersecurity strategies, anticipating mission needs, resource requirements, and emerging threats. Advising senior management on risk levels, cybersecurity posture, and cost/benefit analyses to inform risk acceptance decisions. Planning and directing operations through subordinate supervisors, setting priorities, and assigning work based on complexity and employee capabilities. Establishing and managing a comprehensive cybersecurity risk management program, including supply chain risk considerations and implementing mitigation strategies. Overseeing IT and cybersecurity financial planning, budgeting, staffing, and contracting to support mission requirements. Serving as the senior liaison for cybersecurity matters, engaging stakeholders to align priorities, resolve issues, and synchronize actions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. The overall salary range listed above is provided for informational purposes as it represents the full range that is applicable to current employees in this occupation/grade; however, a selectee's initial pay is always set below the maximum rate of the range. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Agency's interest.
