Franklin County Personnel Department Deputy to the County Manager (PJC) in Malone, New York
DISTINGUISHING FEATURES OF THE CLASS: The Deputy County Manager serves as a senior administrative leader responsible for assisting the County Manager in the overall coordination and administration of County government operations. This position supports the day-to-day management of County departments and ensures the effective implementation of legislative directives in an efficient and fiscally responsible manner. The Deputy County Manager acts on behalf of the County Manager in their absence and serves as an advisor to the County Legislature in the absence of the County Manager, providing policy analysis, procedural recommendations, and operational guidance. The role requires extensive collaboration with department heads, elected officials, external governmental entities, and advisory bodies to ensure alignment with County priorities and strategic goals. The work is performed under the general direction of the County Manager, and in the County Managers absence, with delegated authority. Latitude is given for independent judgment and decision-making consistent with applicable laws, policies, and administrative values and directives.
MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma and: A) A Bachelors Degree and three (3) years of administrative or staff administrative experience in a public or private organization; OR B) An Associates Degree and five (5) years of administrative or staff administrative experience in a public or private organization; OR C) An equivalent combination of education and experience sufficient to demonstrate the ability to successfully perform the essential duties of the position.
