Job Description

We are seeking an exceptionally experienced and strategic-minded Project Controls Supervisor to join our team in Makkah, Saudi Arabia. With a minimum of 10 years of progressive experience, you will lead project controls operations at an advanced level, manage and develop a dedicated team of controls professionals, and ensure that all projects maintain rigorous adherence to schedules, budgets, and performance standards. You will be instrumental in driving organisational project success through strategic controls management, sophisticated data analysis, process optimisation, and the establishment of governance frameworks that elevate controls maturity across the enterprise.

  • Lead, mentor, and develop a high-performing project controls team, fostering a culture of continuous improvement, professional excellence, and career advancement

  • Conduct sophisticated analysis of project schedules, budgets, and key performance indicators to identify variances, trends, and emerging risks with strategic recommendations

  • Develop, implement, and continuously refine project controls procedures, policies, and best practices frameworks across all projects and organisational units

  • Prepare and present comprehensive project status reports, performance dashboards, and executive summaries for senior management and stakeholder engagement

  • Oversee project change orders, variations, and cost tracking mechanisms to ensure accurate financial reporting and maintain strict budget integrity

  • Coordinate strategically with project managers, finance teams, and cross-functional departments to establish alignment on project objectives and controls governance requirements

  • Establish and maintain robust project documentation systems, records management protocols, and control frameworks that meet organisational and regulatory standards

  • Lead proactive identification of project risks and develop comprehensive mitigation strategies in collaboration with project leadership and stakeholders

  • Champion compliance with organisational standards, regulatory requirements, and industry best practices across all project controls activities

  • Conduct regular and comprehensive audits of project controls processes, analyse findings, and recommend strategic improvements for operational efficiency and accuracy

  • Develop and implement project controls frameworks and governance structures that enhance organisational maturity and capability

  • Provide strategic guidance on risk management methodologies and support the integration of advanced risk mitigation processes across projects

Qualifications

  • Minimum 10 years of progressive experience in project controls, project management, or related field

  • Proven experience supervising and managing a team of controls professionals in complex, multi-project environments

  • Advanced proficiency with project management software and scheduling tools (e.g., Primavera P6, Microsoft Project)

  • Expert-level skills in Microsoft Excel, data analysis, and business intelligence tools

  • Comprehensive understanding of project budgeting, cost management, financial controls, and earned value management

  • Exceptional analytical and problem-solving abilities with meticulous attention to detail

  • Excellent organizational and time management skills with demonstrated ability to manage multiple priorities

  • Outstanding written and verbal communication skills with ability to present to senior leadership

  • Ability to work effectively with cross-functional teams, stakeholders, and senior management

  • Preferred: Project Management Professional (PMP) certification or equivalent advanced credential

  • Preferred: Extensive experience with ERP systems and enterprise project management platforms

  • Preferred: Substantial background in construction, engineering, or large-scale capital project environments

  • Preferred: Advanced knowledge of risk management methodologies, processes, and mitigation strategies

  • Preferred: Experience developing and implementing project controls frameworks and governance structures
