Position Overview
We are seeking an experienced Right of Way / Land Supervisor to support electric and gas utility infrastructure projects based out ofMadison, Wisconsin. This is a hands‑onleadership role overseeing ROW staff, managing land acquisition activities, andensuring regulatory and legal compliance across multiple projects.This position sits above ROW Agents and Land Specialists andplays a critical role in execution, risk management, and coordination with utility project teams.

Core Purpose of the Role
The Land Supervisor ensures that electric and gas utility assets can be legally built, operated, and maintained by:
Leading and mentoring ROW personnel
Overseeing land acquisition strategies
Managing risks tied to property rights and access
Ensuring compliance with PSC requirements, eminent domain laws, and utility policies
This role balances people leadership, project delivery, and regulatory responsibility in a fast‑paced utility environment.
Key Responsibilities
- Supervision & Team Leadership
Supervise ROW Agents, Land Agents, and Land/Document Specialists
Assign parcels and territories to agents
Monitor workload, schedules, productivity, and performance
Review negotiations to ensure consistency, accuracy, and risk mitigation
Mentor and develop junior ROW staff
Productivity expectations: ROW Agents should be makingcontact (phone or in‑person) with approximately 10 landowners per day.
- ROW Strategy & Project Execution
Support land acquisition efforts for:
Electric transmission and substation projects
Distribution line upgrades
Gas main replacements and system extensions
Regulator, valve, and station installations
Responsibilities include:
Developing acquisition strategies (voluntary agreements vs. condemnation)
Aligning ROW schedules with construction and project timelines
Identifying risks early (holdouts, sensitive property owners, municipalities)
Escalating complex issues to legal counsel or sr leadership
- Regulatory & Legal Compliance
Ensure all land activities comply with PSC rules, tariffs, and utility standards
Support eminent domain and condemnation processes when required
Coordinate closely with internal and external legal counsel
Oversee proper handling of appraisals, compensation, notices, and documentation
- Landowner & Stakeholder Escalation Management
Step in on difficult or high‑profile landowner negotiations
Handle sensitive engagements involving municipalities, tribal lands, or institutional property owners
Coordinate communication with public affairs or stakeholder relations teams
Assist with dispute resolution during construction and restoration phase
- Cross‑Functional Coordination
Work closely with:
Project Management (extensive interaction with utility PMs)
Engineering and Design teams
Construction and Operations
Legal and Regulatory Affairs
GIS and Land Records teams
Qualifications & Experience
Required:
Experienced ROW Agent with supervisory or leadership experience
Prior utility ROW experience (electric and/or gas)
Strong understanding of land acquisition, eminent domain, and utility ROW processes
Excellent communication, organization, and reporting skills
Strong technical and systems proficiency
Preferred:
Experience managing high‑volume acquisition programs
Comfort working in a reporting‑heavy, fast‑paced environment
Ability to manage multiple projects and competing priorities

Pay and Benefits
The pay range for this position is $80600.00 - $88400.00/yr.
