What does a Senior Application Developer do?

Under direction, performs a wide range of application development related duties including analysis, design, evaluation, development, coding, testing and maintenance of complex application systems.

Essential Job Functions

Design, build, and maintain scalable data pipelines and analytics solutions as part of migrating legacy systems to modern cloud-based platforms.

Develop and support ETL (Extract, Transform, Load) processes and data architectures (e.g., layered/medallion approaches) to ensure reliable data ingestion, transformation, and delivery during and after migration.

Monitor and optimize data solutions for performance, cost efficiency, and security in a cloud environment.

Collaborate with cross-functional teams to support system migration, validate data integrity, and troubleshoot production issues.

REQUIREMENTS TO QUALIFY

OPTION I:

A Bachelor's degree* from an accredited college or university in Computer Science, Information Systems, or Data ScienceANDthree (3) years of full-time, paid experience performing coding, testing, and debugging application programs obtained within the last three (3) years.

OPTION II:

One (1) year of full-time, paid experience at the level of* Los Angeles County class of Application Developer II**, obtained within the last three (3) years.

**At the level of: You may still qualify even if your job title isn’t exactly the same as the ones listed. What matters is that your experience is at a similar level — meaning your job involves similar responsibilities, requires comparable skills and knowledge, and takes place within a similar organizational structure. Please provide a clear explanation of your experience to demonstrate that it is at the appropriate level.

*Experience at the level of Los Angeles County class of Application Developer II is defined as: Under general supervision, analyzes, designs, evaluates, develops, codes, tests, and maintains application systems.

PHYSICAL CLASS 2 – Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

LICENSE: A valid California Class C Driver License or the ability to use an alternative method of transportation when needed to carry out job-related essential functions.

No Out of Class experience or withholds are allowed for this examination. Required experience must be fully met at the time of filing and clearly indicated on the application.

DESIRABLE QUALIFICATIONS:

Additional credit will be given to applicants that possess the following desirable qualifications:

One (1) year of experience performing one or more of the following:

  • Writing and optimizing Transact-SQL (T-SQL) code, including developing complex queries, stored procedures, and performing query performance tuning and troubleshooting.

  • Using data visualization tools such as Tableau or Power BI to design dashboards, develop reports, and create data visualizations.

  • Working with cloud-based data platforms such as Microsoft Azure, Amazon Web Services (AWS), or Google Cloud Platform to build data pipelines, manage cloud data warehouses, or implement ETL processes.

  • Analyzing pay-for-performance (P4P) program measures in a healthcare environment (e.g., Healthcare Effectiveness Data and Information Set (HEDIS), Quality Incentive Pool (QIP), Centers for Medicare & Medicaid Services (CMS) Five-Star Quality Rating System), including evaluating healthcare quality metrics, validating measure calculations, and supporting reporting requirements.

EXAMINATION CONTENT

This examination will consist of an Evaluation of Training & Experience (T&E): This assessment type will evaluate the training and experience you list on the online application and supplemental questionnaire and assign a score based on a standardized scoring system. This part of the assessment is worth 100% of your total score and assesses: Requirements, Desirable Qualifications, and Supplemental Questionnaire.

Applicants must receive a passing score of 70% or higher on the assessment to be added to the list.

ELIGIBILITY AND VACANCY INFORMATION

Applicants who passed the assessment(s) are placed on a list for a period of twelve (12) months. We will use this list to fill vacancies in the Department of Health Services as they occur.

Note: We may use an alternative banding method in line with Civil Service Rule 11.01(D).
