Los Alamos National Laboratory Subcontract Technical Representative 2 in Los Alamos, New Mexico

What You Will Do

Los Alamos National Laboratory's Waste Management Services (WMS) Group is seeking a skilled and detail-oriented Subcontract Technical Representative 2 (STR 2) to support the Contract and Container Waste Management Team. This position requires a self-motivated individual with a strong sense of accountability to oversee technical subcontracts related to institutional waste container procurement, on-site service contracts, and off-site disposal services.

As an STR, you will serve as the authorized representative for a portfolio of subcontracts essential to WMS operations. Your responsibilities will include monitoring vendor performance, ensuring compliance with contract requirements, and managing subcontract financials-including invoice reconciliation, accrual tracking, and cost allocation. This role involves close coordination with Procurement, vendors, and internal teams to ensure accurate and timely execution of container orders, service provision, and waste shipment support

Key Responsibilities:

  • Act as the authorized STR for technical subcontracts covering container procurement, on-site waste services, and off-site waste disposal.

  • Oversee subcontractor performance to ensure timely and compliant service delivery.

  • Process container orders from request through delivery, inspection, and prevention/resolution of non-conformance reports (NCRs).

  • Reconcile invoices and manage financial tracking using WCATS or similar systems.

  • Maintain subcontract accruals, support forecasting and financial reporting.

  • Collaborate with Procurement and WMS leadership to develop, revise, and close out subcontracts.

  • Ensure subcontract activities align with operational readiness, regulatory compliance, and Laboratory safety culture.

What You Need

Minimum Job Requirements:

This role requires the ability to troubleshoot and resolve subcontract performance or compliance issues proactively, while maintaining exceptional attention to detail in managing technical specifications, financial data, and documentation to support accuracy, accountability, and audit readiness.

  • Demonstrated experience managing or supporting technical subcontracts in a federal, DOE, or regulated environment.

  • Familiarity with subcontract formation, execution, compliance, and documentation processes.

  • Proficiency in excel and/or other financial tracking systems or programs to improve efficiency with invoice reconciliation, cost tracking, and financial reporting tools such as WCATS.

  • Strong communication skills; capable of writing concise emails for clear direction, reports, and coordinating across multiple stakeholders.

  • Ability to troubleshoot and resolve subcontract performance or compliance issues.

  • High attention to detail in managing technical specifications and financial data.

Planning and Organization

  • Experience using project management principles to define scope, schedule, budget, and technical baselines.

  • Knowledge of subcontracting practices and ability to work with vendors and subcontractors.

  • Ability to operate as a self-directed contributor and team leader, setting and achieving performance goals.

  • Eligible to obtain Subcontract Technical Representative qualifications.

Communication and Leadership

  • Proven ability to serve as a liaison among customers, internal teams, and vendors for moderately complex contracts.

  • Skilled in drafting and delivering professional written and oral reports.

  • Experience defining technical requirements, negotiating deliverables, and managing budgets and schedules.

  • Strong interpersonal skills, with the ability to build consensus and resolve conflicts effectively.

Problem Solving

  • Demonstrated capability to develop solutions to moderately complex problems and drive process improvements.

Education/Experience:

Position requires a Bachelor's Degree in an Engineering, Construction, or Contracts Law discipline and 5 years directly related experience in engineering/construction contracting practices, applicable government or commercial regulations and practices, and/or LANL policies, procedures, and work practices; or, an equivalent combination of education and related experience to include specialized courses in contract management.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://www.directives.doe.gov/directives-documents/400-series/0472.2-BOrder-chg2-pgchg/) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular Position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
