Los Alamos National Laboratory Science and Engineering Program Manager 3 in Los Alamos, New Mexico
What You Will Do

As a Science and Engineering Program Manager 3 in the Engineering and Technology Design (E-DO) Division Office, you will drive the development and integration of cutting-edge engineering tools and technologies across programs. Partnering with division and group leadership, you'll provide strategic oversight of programmatic activities, executed through consistent business practices.
Your responsibilities will include aligning capabilities across groups and with programs to maximize impact in support of our division's strategic vision. You will champion facility and infrastructure initiatives by planning and executing strategic improvement projects across the division. The position is accountable for full lifecycle program management of the Mechanical and Thermal Engineering (E-1) and Modern Manufacturing Methodologies (E-2) groups portfolios, with responsibility for scope, schedule, and budget execution. This includes developing and maintaining resource-loaded schedules, delivering clear and timely progress reports to internal and external stakeholders, and ensuring fiscal accountability.
You will establish robust metrics and reporting frameworks that provide leadership with transparent, data-driven insights into program performance, and implement a division-wide risk identification, tracking, and reporting methodology that enables proactive mitigation and clear communication of project and program health. You will serve as the primary interface between technical leads and program partners, with the ability to translate mission needs into well-defined requirements, develop funding estimates, and establish and monitor executable schedules. The role requires building trust and consensus across diverse stakeholders, facilitating negotiations, and maintaining proactive, solutions-oriented communication to ensure strong alignment between technical teams and customers. In addition, you will mentor technical staff and emerging program managers, strengthen program management rigor, and foster a culture of continuous learning and professional development across the division.

What You Need
Minimum Job Requirements:
Program Management
Knowledge and experience in program management, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope and schedule baselines; reporting cost and schedule variance; and managing change control and risk. The capacity to work independently with minimum supervision, as well as the ability to be an effective member of a multidisciplinary team is expected.
Technical Acumen
Ability to understand technical concepts related to our capabilities and customer requirements within the portfolios you support. Ability to understand engineering concepts related to facilities and make decisions that are aligned with core capabilities.
Communication
Excellent verbal and written communication skills evidenced by clear, accurate, and visually attractive presentations, graphs and reports. Ability to serve as the primary spokesperson for a program, reporting status and proactively informing stakeholders of any issues.
Collaboration
Demonstrated experience in developing and nurturing effective customer relationships. Experience collaborating with all levels of personnel; building trust, gaining consensus and resolving conflicts.
Leadership
Demonstrated experience providing mentorship and developing less experienced staff, fostering growth in program management skills. Demonstrated experience leading and executing programs through collaboration and influence, without direct line management authority.
Process Improvements
Demonstrated ability to identify, design, and implement process improvements that increase efficiency, consistency, and program outcomes for internal employees, customers and leaders.
Training/Certifications: Project Management Professional (PMP) Certification is preferred.
Education/Experience : Position requires a bachelor's degree in a science or engineering related field from an accredited institution and 8 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree is desired.
Desired Qualifications:
Advanced experience in managing both infrastructure (e.g. construction/maintenance work) and programmatic portfolios.
Experience interacting in an effective manner with LANL senior management, NNSA and/or other customers.
Demonstrated experience and leadership in developing and executing complex organizational interface agreements, funding cost models, or similar integration tools.
Experience and familiarity with LANL finance and program management policies, processes and procedures.
Demonstrated experience leading teams to execute time-critical tasks.
Active DOE Q clearance, which normally requires US citizenship.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
