Los Alamos National Laboratory Resource Shift Manager (Project Leader 1/2) in Los Alamos, New Mexico

As part of the Associate Lab Directorate of Plutonium Infrastructure (ALDPI), the work we do in Plutonium Infrastructure Projects (PI-PROJ) directly affects mission success across Los Alamos National Laboratory.
The Project Leader is the center point of coordination with various stakeholders in support of ALDPI's project portfolio. The Project Leader develops and maintains ALDPIs plan of the day, plan of the week, and maintains record of personnel, equipment, and other project resources across multiple teams, shifts, and initiatives. Works closely with project managers, functional leads, the Project Management Office, Facility Operations Integration Center, and ALDPI Shift Oversight Management. Attends and participates in Facility interface meetings and represents ALDPIs shift schedules. This position serves as the main communication point for sourcing deployed resources and multi-stakeholder coordination to execute various tasks in support planned activities. They also facilitate the collection of shift activity status and reporting to internal and external stakeholders. The Project Leader utilizes the Primavera P6 project schedules and a multitude of other toolsto track and request stakeholder resources in support of ALDPI's portfolio. They ensure ALDPI's plan of the day is in alignment with Facility's release of authorized shift work. Also assists with ALDPI shift turnover and actively participates in Facility shift brief, enabling the right resources to be available at the right time. Duties also include interface with support resource groups to proactively resolving conflicts to keep projects on schedule and within budget in absence of project management representatives.
This position will be filled at either the Project Leader 1 or Project Leader 2 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
Key Responsibilities:
Project Leader 1 ($80,400 - $127,900)
Build and maintain a centralized resource schedule (plan of the day, plan of the week).
Coordinate with shift General Foreman, Construction Superintendents, Construction Managers, and Project Managers regarding outside resources and stakeholder engagement activities.
Maintains ALDPIs material movement requests for external facility door opening and various secured interior door requests.
Match requests to availability and capacity to project needs.
Generates and distributes forecasted requests to various supporting stakeholder.
Forecast short and long term capacity needs based on forecasts and historical data.
Identify resource short falls and recommend shift allocation adjustments to Shift and Project Management.
Ability to develop and nurture effective internal customer relationships.
Ability to successfully plan, organize, lead, and monitor team efforts to completion.
Ability to interact effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts.
Project Leader 2 ($96,600 - $158,000)
Track shift/daily/weekly resource utilization.
Produce executive reports on resource health, availability, and chargeability when required.
Produce forecast reports when assigned.
Verify coding accuracy and logic integrity of field execution schedules and provide constructive solutions to Project Management across the various projects and groups.
Produce specialized scheduling products and reports assigned by Management.
Mediate competing resource requests, negotiate trade offs, and communicate changes to stakeholders promptly.
Escalate unresolved scheduling conflicts to Shift Oversight Management with recommendations.
Review and refine scheduling workflows, drive to introduce automation, and continuous review of established business rhythm.
Develop and maintain accurate Standard Operating Desk instructions and cross train team members on business rhythm best practices.
Hold regular business rhythm meetings as assigned.
Serve as the central point of contact for resource related inquiries and reporting.
Participates and completes additional tasks as assigned by Shift Oversight Management.
Ensure resource data is up to date.
Conduct periodic audits to maintain data integrity.
Working knowledge of regulatory and Laboratory requirements related to the assigned project.
Experience in developing and nurturing effective internal customer relationships.
Experienced ability to successfully plan, organize, lead, and monitor team efforts to completion.
Experienced ability to interact effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts.

Minimum Job Requirements:
Minimum Job Requirements for Project Leader 1
Working knowledge of IT product ownership practices, including developing product roadmaps and backlogs, updating and maintaining Primavera P6 resources schedules, managing scope, and preparing reports for the project team. Experience creating work packages that clearly define deliverables and outcomes to meet specific customer or product needs.
Demonstrated experience serving as a Product Owner or Project Leader in a Scrum environment. Proficiency with Agile project management tools such as Jira or Azure DevOps. Strong problem-solving skills and the ability to effectively prioritize competing demands. Proven ability to initiate, plan, execute, and monitor product team activities to ensure successful project completion. Demonstrated capability to interact effectively with personnel at all levels, build trust, gain consensus, and resolve conflicts. Excellent oral and written communication skills, including the ability to present information clearly and professionally.
Additional Minimum Job Requirements for Project Leader 2
In addition to the requirements outlined above, qualification at the higher level requires:
Demonstrated experience leading complex, multi-team or multi-product initiatives. Proven ability to manage product portfolios, budgets, and perform future forecasting. Experience mentoring other Product Owners or cross-functional teams in product management practices. Strong understanding of enterprise IT architecture, governance, and delivery constraints. Ability to balance mission priorities, technical risk, and organizational impact. Advanced stakeholder engagement skills, with demonstrated ability to serve as the primary product representative to senior leadership and institutional partners.
Additional Job Requirements for higher level title:
In addition to the requirements outlined above, qualification at the higher level requires:
• Excel (pivot tables, VLOOKUP, macros) or Google Sheets.
• Familiarity with project management tools (ex. P6, MS Project, Jira, Asana, Monday.com).
• Ability to generate and interpret utilization and forecast metrics.
• Strong analytical and problem solving abilities.
• Excellent communication and negotiation skills.
• High attention to detail and ability to work under tight deadlines.
Education/Experience at Project Leader 1:
Position requires a bachelor's degree in a related field from an accredited institution and 2 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation.
Education/Experience at Project Leader 2:
Position requires a bachelor's degree in a related field from an accredited institution and 5 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.

Work Schedule: This position may require 24/7 coverage, which could involve working a shift/weekend schedule. Employees may be eligible for shift differential pay when assigned by their manager. Shift/weekend assignments are at the discretion of the manager.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Clearance: Q (Position will be cleared to this level).
