What You Will Do

Located in northern New Mexico, Los Alamos National Laboratory (LANL) is primarily responsible for monitoring the safety, security and reliability of the U.S. nuclear stockpile and conducting research into new defense programs. It is a center for research in a wide range of scientific disciplines, including space exploration, geophysics, renewable energy, supercomputing, medicine, and nanotechnology. Residing within the Associate Laboratory Directorate for Weapons Production (ALDWP), the Plutonium Supply and Disposition Division (PSD) is responsible for providing professional program management of activities that support the nation's defense, energy and security science needs. More specifically, on the program side, PSD is responsible for providing Directorate and Laboratory interface, negotiating program requirements and budgets with external customers, providing programmatic oversight of production, scientific operations and equipment installation, and assuring that the Laboratory's Production Agency commitments are met as well as resolving any priority conflicts that arise between programs.

This vacancy is for the management and oversight of a portion of PSD's program portfolio. The Project-Program Director (PPD) at level 4 will report directly to the PSD Division Leader. The PPD 4 will assist in the management and oversight of a team of Program Managers, Project Leaders, and associated deployed staff to meet programmatic deliverables and achieve required milestones. The PPD 4 will develop and implement consistent data reporting across the division. The PPD 4 will work with PSD group leaders, the PSD division office, and the MRR program office the create programmatic milestones for the PSD groups. It is critical that the chosen candidate has a demonstrated record of achievement in effective leadership, mentoring, coaching, and communication with junior staff and leadership. The PPD 4 will also have line management responsibilities for the team of Program Managers and assigned to their respective programs and be a part of the overall PSD management team.

The Project-Program Director 4 (PPD 4) will serve as program lead for the Programmatic Metric Reporting and Training Qualifications Office, providing overall leadership and management for these areas across the division. The PPD 4 will be responsible for program development and/or program management to ensure the overall deliverables and outcomes of multiple programs are successfully managed. The PPD 4 will work with the division office developing and implementing the strategic vision for the division, and also the development of initiatives for recruiting and retention. The PPD 4 will be responsible for ensuring life-cycle resource loaded schedules are maintained or developed and that the schedules are managed and updated sed on a routine basis with the appropriate level of Earned Value Management (EVM). In conjunction with the use of EVM to manage our programmatic scope, the PPD 4 is expected to provide guidance and leadership to define and actively manage risks. Active involvement and engagement with both internal and external program stakeholders are expected.

What You Need

Minimum Job Requirements:

Leadership: Demonstrated record of achievement in leadership responsibilities from both a line management and program management perspective to include excellence in strategic and tactical planning, and providing clearly defined direction for the execution of large, complex, and technically challenging scope that requires multidisciplinary integration across organizations; track record of implementing new program development initiatives of strategic significance in technical, operational, and/or programmatic disciplines; demonstrated experience in management, supervision, and development of assigned employees.

Project and/or Program Management Experience: Expert knowledge and demonstrated consultative experience in all aspects of program and project management of technical or operational work, including experience working across the National Security Enterprise (NSE) sites to facilitate communication and realize national-level objectives; serve as the Laboratory's deputy lead agent for the defined programs within WMP with the authority to negotiate with executive-level external customers and define work scope, schedules, budgets, and negotiate funding.

Collaboration: Demonstrated experience in working effectively and calmly under pressure of deadlines and changing priorities, including taking the initiative and assuming responsibility for organization, prioritization, and driving multiple tasks to completion. Proven success working independently and as a contributing member of a team: being able to interact effectively with all levels of internal and external personnel; building trust, gaining consensus, and resolving conflicts.

Communication: Excellent communication skills are required for this position including demonstrated experience in management, supervision, and development of assigned employees; demonstrated experience in developing and nurturing effective executive-level external and internal customer relationships to include a record of achievement in effectively interacting with Federal Program Managers and Directors within the Department of Energy.

Risk Management: Expert-level knowledge in developing, managing, and refining processes for tracking risks across various portfolios. Expert-level knowledge in coordinating and interfacing with Program Managers, technical project managers, and scope executing organizations to identify, report, and manage risks using various risk management tools and processes. Expert-level knowledge performing cost and schedule risk analysis and/or modeling.

Education Requirement: This position requires a Bachelor's Degree in STEM from an accredited institution and 8 years related experience, or an equivalent combination of education and experience directly related to the occupation; an advanced technical degree is preferred.

Desired Qualifications:

Modernization Program Experience:

• Knowledge and experience with the NNSA program portfolio and overall supply and disposition mission within ALDWP. Experience working directly with multiple design and production agencies on recent modernization programs; experience managing a multi-disciplinary program with adherence to rigorous EVM standards including formal variance analysis, risk management, and change control; a detailed understanding of the mission within ALDWP and the programmatic scope managed within the PSD-DO organization.

Production Operations Knowledge:

• Detailed knowledge and experience with any of the associated production scope managed within the NNSA program portfolio.

Team Building:

• Demonstrated experience developing and managing a team to achieve a defined set of deliverables and milestones.

Project Management:

• Experience utilizing formal Earned Value Management System (EVMS) principles to help manage a project/program.

Education / Experience: Advanced engineering or science degree; Project Management Professional or equivalent industry credential and multiple years of experience in a managerial capacity strongly preferred.

DOE 426.2A: Requires a Bachelor of Science degree in engineering or related science or technology, and 4 years of nuclear experience. Job-related education or experience may be substituted on a case-by-case basis. The degree may be used to substitute up to 50 percent of the experience requirement per section I 4.e of the Contractor Requirements Document (CRD).

Clearance: An active DOE Q Clearance.

Position commitment: The position commitment for this position is 1 year. Regular appointment employees are required to serve a period of continuous service in their current position to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). The selected applicants will be subject to a federal background investigation and must meet eligibility requirements* for access to classified matters. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include ongoing drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2a: This position is subject to DOE Order 426.2a, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
